Because the place called 'il Bastone' is part of the territory of Tunis and Algiers (of whom Le Vacher holds the faculties and jurisdiction of vicar apostolic), he can appoint a missionary there without having to gain permission from anyone else. In the case they are not part of his jurisdiction, they will be granted new faculties, which PF will send to Le Vacher.
