Petition on behalf of Jean Le Vacher, vicar apostolic in Tunis, to PF. He asks for three things: a) a new decree that clearly states that all members of religious orders (whether free or slaves), fall under his authority, and that he recieves the faculties to punish them with ecclesiastical censures if they refuse to obey; b) that all ceremonies other than the ones prescribed in the Roman liturgy be forbidden; and c) that he can grant other priest's the faculty of reading mass one hour before dawn, and one hour after midday, so that the many slaves who have to work from the break of day onwards, can attend mass. PF agrees to the first and third point, and order that nothing be changed with respect to the second.

Letter from Antonio Da Genoa to PF. Approximately 17 months ago he wrote to PF, about his wish to use the opportunity to travel by Pantelleria and Tabarca, to Tunis and Algiers. He would have been able to do this in such a way, that the Lomellini would have allowed his passage over Tabarca. The Procurator Di Corre wrote to him, saying that for now there was nothing else Da Genoa could do. PF however, told him to inform them everything he knows, and therefore Da Genoa will continue doing so. He received a letter from the vicar apostolic of Algiers [Philippe Le Vacher] containing good news; the administration of the bagni is proceeding in good order, there is a bishop in place, and there are enough priests. He only regrets that the Capuchins have left the mission and travelled to Tabarca.

Two letters from Jean Le Vacher, most probably to the superior of CM house in Rome. He asks him to obtain the following from PF: a) the renewal of his faculties of vicar apostolic; b) the faculty to administer the sacrament of confirmation be included; c) all the books in Arabic that PF normally gives to those who go on missions in partibus infidelium, especially the Holy Scripture; and d) a letter from the slaves in Civitavecchia, which would testify that they had not been treated badly, in order to rectify the trouble that they had brought to the Christians in Tuni,s due to their earlier complaints to the Dey of Tunis. In the second letter he writes that the English have come with 18 warships to demand all the English slaves, but the Dey refused, so in retaliation, the English burned all Tunisian ships which were in Port Farine, and threaten to destroy more if their requests go un-answered. Le Vacher also asks for copies of the Koran, the Torah, and the Gospels in Arab and Latin (if they are available in Rome). Lastly, he asks for specific indulgences. The letters signed and dated 10 and 17 April 1655.

He writes that the [Muslim] slaves in Civitavecchia have sent their complaints to the ruler of Tunis, stating that the land they had bought to bury their dead, has been taken from them. Le Vacher heard that the ruler of Tunis summoned all Christian priests and Christians present in the city, and told them that were the situation in Civitavecchia to remain unchanged, the Christian cemetery in Tunis would be destroyed. Jean Le Vacher therefore asks that the cardinals remedy this problem, and have the slaves in Civitavecchia write to Tunis. In their general meeting of 12 July 1655, the cardinals decide to ask the general treasurer to provide more information about the matter.

It recalls the fact that CM has been sending missionaries to Algiers and Tunis to help spiritually and materially the thousands of slaves in those cities, which they have been doing with great success. Since free priests are not allowed, Vincent de Paul had asked the consuls of both cities to take the apostolic vicars into their houses. But now that both consuls have gone back to France after being treated badly by the Turks, Vincent de Paul asks that both apostolic vicars, Jean Le Vacher and Philippe Le Vacher, take the office of consul in order to be able to stay there; the office does not involve tasks which are unsuitable for priest's. If PF agrees to this solution, a renewal of the faculties of apostolic vicar for both priests is needed.

Minutes of PF general meeting of 11 July 1658 (in the presence of the pope), discussing among other issues, several complaints from two secular slave priests, and one Minor Observant in Tunis [Gregorio Bianchelli, Jacobo Vilar and Leonardo da Milano]. They accuse their vicar apostolic [Jean Le Vacher], of forcing them to join him for mass on several Sundays, of being involved in commerce, and of being a strict and stubborn man who threatens them with ecclesiastical suspension. The superior of CM in Rome [Thomas Bérthe] states that the vicar [Le Vacher] is a very zealous servant of God who is anything but avaricious, and that he only insists on these priests being present at mass for the consolation of the slaves. The superior moreover says that it is important to support his authority, because otherwise the disorders that prevailed before his arrival will return. Letter [from Edme Jolly, the superior in Rome?] to PF stating that some reliable men who were in Tunis, said that the apostolic vicar of Tunis, Philippe Le Vacher, is a most pious and charitable priest. Before his arrival, there where slave priests who celebrated mass several times a day, sold sacraments, and absolved cases they were not allowed to absolve. The superior suggests that PF should write to enforce the obedience of these priests, and in particular they name Georges Blanc. The bottom of this letter (written in another hand), states that Leonardo Da Milano (who is co-signer of the letter to PF of 6 April 1658; see SOCG 317, 66r-v), was sentenced to life imprisonment by the inquisition, but on his way to Milan was captured by the Turks; this caused much scandal in Tunis where he is held captive. Minutes of PF general meeting of 25 September 1659 discussing among other issues, complaints from the Christian slaves in Tunis, who say that the Muslim slaves (who live on the pope's galleys or lands, as well as those held on Malta), have reported to the divan in Tunis that they were forced to convert to Christianity. In response, the authorities in Tunis threaten to force the Christian slaves in their city to convert to Islam; the Christian slaves in Tunis ask that a solution be found. The vicar apostolic of Tunis [Jean Le Vacher] says that the complaints stem from the fact that in Malta, the Muslim slaves are forced to listen to catechesis on Sundays and on feast days, and if one of the slaves becomes ill, he is handed over to a Christian in order to be converted. According to the apostolic vicar, the ruler of Tunis was ready to retaliate by submitting the Christian slaves to similar treatment; only Le Vacher's promise that he would change the situation in Malta and on the papal lands, convinced him to stop. The vicar suggests that it would be wise to moderate the zeal of the Maltese, because "what is accomplished in Malta by means of persuasion, in Tunis will be done by means of beatings." The cardinals do not make any decision on the matter.

Letter from two slaves in Tunis, Pauolo Cortarzo and Gio' Tomaso Cocchi (both from Rome), which states that some Turks (who are slaves in the domain of the pope in Malta) have written to Tunis that they have been forced to covert to Christianity. Now the authorities in Tunis threaten to treat the Christian slaves similarly, by forcing them to convert to Islam, which would cause a great loss of souls. They therefore ask for a remedy. The notes on the back of the document mention that the vicar apostolic [Jean Le Vacher] writes that the accusations are based on the actions of the Inquisitor of Malta, who organizes Christian sermons among the Muslims every Sunday, and sends them only Christian assistance in case of illness. Monsignor refuses to send them in two packages as was done in the past, because it would be too risky to send such a package to a far away and barbarous country. The cardinals are asked if it cannot be done anyway, as it has been sent in the past.

Petition on behalf of Philippe Le Vacher, apostolic vicar in Algiers, to PF. According to Philippe Le Vacher, a number of religious persons cause much scandal in Algiers, by refusing to obey him and obstructing him in his task. Therefore he asks for a decree to place all religious persons present in the city under the jurisdiction of the vicar, as had already been decreed by PF for Tunis and its vicar on 9 September 1652. The said decree of 1652 is attached to the petition (f. 42r). It decides on three subjects: a) the jurisdiction of the vicar over members of religious orders; b) the prohibition of all masses and rites which do not conform to the official rites and ceremonies; and c) permission to celebrate mass both before dawn and in the afternoon so that slaves can attend. PF note on f. 44v indicates that the cardinals agreed on issuing a similar decree for Algiers. The petition is undated and unsigned.

Letter from PF to the vicar apostolic of Tunis [Jean Le Vacher]. The Dominican priest Silvestro Bandini was made a slave and brought to Tunis (when leaving Armenia). He reported the great need of priests in Tunis, and PF ask Le Vacher to grant him the faculties required to help the Christian slaves. Le Vacher is warned however, that if rumors of Bandini celebrating mass more than once a week are true, he should not be granted the faculties. PF states that Bandini should only be granted a faculty which describes precisely the time, place and functions; if Bandini abuses his faculties, then they should be revoked.
