An account of the resource
Petition on behalf of Philippe Le Vacher, apostolic vicar in Algiers, to PF. According to Philippe Le Vacher, a number of religious persons cause much scandal in Algiers, by refusing to obey him and obstructing him in his task. Therefore he asks for a decree to place all religious persons present in the city under the jurisdiction of the vicar, as had already been decreed by PF for Tunis and its vicar on 9 September 1652. The said decree of 1652 is attached to the petition (f. 42r). It decides on three subjects: a) the jurisdiction of the vicar over members of religious orders; b) the prohibition of all masses and rites which do not conform to the official rites and ceremonies; and c) permission to celebrate mass both before dawn and in the afternoon so that slaves can attend. PF note on f. 44v indicates that the cardinals agreed on issuing a similar decree for Algiers. The petition is undated and unsigned.
