But together with the arrival of news about the death of the previous prefect (Nicolas Etienne), and Manié’s illness, the cardinals are asked to appoint François Cuvron [or Cuveron] as prefect or vice prefect of the Madagascar mission (vice prefect in case Manié is still alive). Petition discussed in PF general congregation of 20 December 1666; the cardinals decided not to appoint another prefect.

Petition on behalf of Jean Le Vacher in which he asks that his faculties include all the privileges that he held in the past. In 1652 he had been given the authority to give apostolic missionary faculties to priests who had not been approved by PF; PF secretary notes, however, stated that in all the faculties given to prefects and vicars apostolic, the clause was included that all faculties could only be transmitted to priests that are approved by PF. During their general meeting of 12th of April 1666, the cardinals decide to grant Le Vacher the requested faculties for three years, but he needs to communicate the names of the priests to whom he transmits his faculties, so that PF can approve them. A second request of Le Vacher regards the faculties to give a plenary indulgence to all those who will confess and receive Holy Communion in the days of Christmas, Easter, Pentecost and the Assumption of Mary. And also to those who are about to leave on the galleys, and an indulgence of ten years to those who will listen to the homilies of the vicar. This has to be asked to the pope.

Petition on behalf of René Alméras. Alméras writes that there are not enough priests left in Madagasca since Nicolas Etienne, the previous prefect, has been killed, another missionary has left the island and a third has drowned. He therefore asks for the appointment of the following new missionaries: Giacomo [Jacques] Henir, Giouanni [Jean] le Bourgeois, Andrea l’Escuier [André Lescuyer], and Tussano [Toussaint] Piequelin. He also requests the appointment of Maximilien Michel Maniè as prefect and François Cuveron [or Cuvron] as vice prefect of the same mission, and in the event of either of their deaths, Ignace Roguet. PF note of the meeting on 20 September 1666 show that the cardinals agreed to the petition, and that the faculties of prefect should be requested at the Holy Office. Afterwhich, they should be sent to the nuncio in Paris, who will then give them to the priests, once they have been judged capable to operate in the mission.

Letter from Girolamo Da Sassari to PF in which he recounts how Jean Le Vacher has left the mission in Tunis, and has given the faculties of vicar apostolic to Da Sassari (although he did not want to be vicar). Da Sassari states how this task is going against the rule of poverty to which, as a Capuchin, he has to obey. He therefore asks if PF can send another priest to exercise the office of vicar with two others who can help him, or enable him in some way to fulfill this task without burdening his conscience. At the general meeting of the 15 November 1666, the cardinals decide that Da Sassari has to stay in Tunis until a new vicar apostolic will arrive. In the meantime, however, he will be declared vice-prefect of the mission and will be given the faculty to use money for his needs. Moreover, they order that the nuncio to France be asked if Jean Le Vacher cannot return; if not, the superior general has to be asked to send another missionary.

Summary of the main requests drawn from a long report on the spiritual state of Scotland: a) the first request regards a provision for CM priest Francis White [written ‘Bianchi’]; b) the second request asks that the kings of France and Spain support the Catholics; c) the third request states that those priests who have just come out of colleges, should work for two or three years in France (among CM priests or in a retirement house for old missionaries), before going to the Scottish mission; d) the fourth request suggests that it would be useful if the missionaries acquired a particular skill, such as painter or watchmaker, so that they could enter the houses of Catholics without suspicion; e) the fifth request concerns a house where missionaries could retire in their old age or to which they could flee in times of danger; all kind of details on the location and how it could be financially supported are included in the summary; f) the six request states that there should be a financial contribution from PF for the sending of letters. PF wants to regularly receive letters but, as the prefect has written previously, this is very expensive; and g) the seventh request is regarding a teacher who should have left for the mission, a certain Fontana, but he refused because PF refused to give him missionary faculties. Now they propose [Alexander] Macalister instead; the school, they say, could be started in ‘Glengau’ [Glen Coe?] where the lord and most people are Catholic. A note states that the original writings will not be attached because it is a very big bundle. The decisions made by the PF meeting of 4 February 1664 regarding these requests are on f. 47v.

Petition on behalf of the Scottish missionaries to PF including the following issues: a) the need of funding of a house where missionaries of the Scottish mission can retire; b) a list of the remaining missionaries (which are said to be too few) include: prefect Alessandro Vinstero [Alexander Winster], Giovanni Valchero, [John Walker], Gilberto Graio [Gilbert Gray], Bianchi [Francis White] and schoolteacher [Alexander Macalister]. Tomasso Lumisdeno [Thomas Lumsden] has already left the mission, and so has Alessandro Leso [Alexander Leith], both because they saw no hope that this house would ever be established. The petition also states that students in the Scottish colleges are unwilling to come the Scottish mission for the same reason. In response, the procurator proposes others for the mission, namely Giouanni Iruino [John Irvine], "signor Blaccallo" [Blackall?], Guglielmo Graio [William Gray] and Alessandro Andersono [Alexander Anderson], and asks for missionary faculties for them. Moreover, he asks for funding for a book by John Walker about Puritanism and for the printing of a work on Church history in English. The petition is unsigned and undated. PF notes on 76r are hardly legible but the ACTA file containing the decisions made during PF meeting of 23 March 1665 indicate the following: a) on the matter of Walker's book, Father "Thomas Cortenerus" should be consulted again; b) for the retirement house, Cardinal Antonio should verify the details of the request and communicate the findings to PF.

According to a note on f. 75v, these questions were presented to PF during the meeting of 15 February 1665, and discussed on 23 March 1665. The creator of this petition is probably the procurator of the Scottish misison, William Lesley, since he is mentioned in the petition as making several requests. Moreover, the format of this text is similar to other letters coming from Lesley.

Petition on behalf of René Alméras to PF, mentioning the six missionaries who had been recently accepted by PF for the island of Madagascar. The petition mentions that the ships have not yet set sail. Taking advantage of the delay, Alméras would like to add two more names to the list: Michel Monmasson and Claude Bernard Vegrat, both priests of CM; PF is requested to declare them apostolic missionaries to Madagascar, for the spiritual aid of the local population. The matter was assigned to Cardinal Brancacci (first name written and then scratched was Pallotto) and discussed in PF general congregation of 7 October 1664. PF note (by Pro-secretary Manfronus) shows that the request was approved and forwarded to the Holy Office for the faculties, which should be sent [to the nuncio to France].

Petition on behalf of René Alméras asking for missionary faculties for seven new missionaries for Madagascar: Pierre Cabel, Charles Boussordec, Jacob Le Cointe, Louis Bourot, Pierre Grissard, Sebastien Maquet, and Charles Le Gay. Although no news has come from the missionaries who were approved by PF at the end of 1662, the hope is that they have arrived safely. Some merchants plan to establish a harbor in Madagascar where they can stop on their way to the Indies. These new missionaries have to be approved before the end of the next month, since three ships will be setting sail by that time. Alméras also asks that Pierre Cabel may be appointed vice prefect of the Madagascar mission. PF note shows that the matter was assigned to Cardinal Pallotto. At their general meeting of 22 September 1664, the cardinals decided that the candidates had to appear before the nuncio, in for him to decide whether they were suitable; the nuncio should then notify PF about his decision. Meanwhile, the faculties should be requested from the Holy Office and sent to the nuncio.

Petition on behalf of René Alméras, superior general of CM, asking PF to approve the dispatch of one additional missionary to Madagascar, namely Giacomo Francesco Frachey [Jacob Francois Frachey]; Frachey, a priest from Savoy is not a member of CM, but is being vouched for by Alméras, due to his aptitude and zest. PF is requested to allow Frachey to join CM missionaries on their trip to Madagascar, and to also grant him the status of apostolic missionary, with the faculties that would be conferred on him by the prefect of the mission [Nicolas Etienne]. The petition also mentions that the new addition to the mission, would not cost PF anything. The notes on 35v show that: a) the matter was assigned to Cardinal Pallotto for referral in the general meeting; and b) the request was approved by PF on 23 January 1663.

He mentions that those already approved by PF had not left yet, due to (the merchants) trying to assemble several ships to send over together. Summary of two petitions sent to PF stating: a) the request by René Alméras to declare Nicolas Etienne, Robert Menan and Michel Manie as missionaries in Madagascar, and to also give Etienne the faculties to appoint a vice prefect who will replace him in case of death; b) the petition by Nicolas Etienne to administer sacraments onboard ships other than the one which they initially boarded, and to exempt people onboard the ship from fasting during Lent, when no other priests are present on the ship. In the summary, PF secretary [Mario Alberizzi] comments that the Madagascar missionaries probably think they already have these rights outside the territory of their mission, which is not the case; usually they solicit and receive permission from the bishop of the harbor from which they depart; c) a further request from CM regards the possibility to celebrate mass in places where there are no other priests, even if it is not within the territory of their mission, and to also perform marriages and baptisms there; d) they also ask if they may hear confessions when the confessants does not speak the language of the priest (and can only use signs and gestures); and e) lastly they want to know if the confessor needs to confirm if the soldiers who come to confession are fighting a just war.

Petition on behalf of CM missionaries in Madagascar, asking for solutions to the spiritual needs encountered during the journey to Madagascar. They ask: a) if they may administer sacraments onboard ships other than the one which they initially boarded (for example, if they have to change ship because of a shipwreck), and exempt people on the ship from fasting during Lent, when there are no other priests on board; b) if they may administer sacraments not within the territory of their mission, providing there are no other priests present. Or if this is not allowed, they have permission to marry two people when there is no bishop, parish priest or missionary in that place; c) if they may perform baptisms in places where there is no parish church nor any baptismal font; d) if they may hear the confession of people who have not confessed for years and give them absolution, even if they can only communicate through signs; e) if the confessor is obliged to confirm if soldiers who come to confession are fighting a just war, and if not, if he should refuse absolution. During their meeting of 27 November 1662 the cardinals decide the following agree to the appointments requested by Alméras. In response to the other requests, they decide: 1) to give their consent for the requested faculties, i.e. to administer the sacraments on other ships than the one they initially boarderd, but only when absolutely necessary; however, the ability to exempt people on the ship from fasting during Lent and other penitences is not considered beneficial by the cardinals; and 2) regarding the second request (concerning the administration of sacraments outside the territory of their own mission), the missionaries should use their own judgment in these cases. Regarding the other issues (c to e), the cardinals decide that these should be handled by the Holy Office.

Letter from PF to the vicar apostolic of Tunis [Jean Le Vacher]. The Dominican priest Silvestro Bandini was made a slave and brought to Tunis (when leaving Armenia). He reported the great need of priests in Tunis, and PF ask Le Vacher to grant him the faculties required to help the Christian slaves. Le Vacher is warned however, that if rumors of Bandini celebrating mass more than once a week are true, he should not be granted the faculties. PF states that Bandini should only be granted a faculty which describes precisely the time, place and functions; if Bandini abuses his faculties, then they should be revoked.

PF feels sorry for father Clemente Da Maenza (who when leaving Rome to return to his mission in Congo), was imprisoned and brought as a slave to Algiers. Despite PF hoping he will not be there for too long, they believe that a fruitful use of his time, is to help the Christian slaves. For this reason they ask Huguier to grant Da Maenza the needed faculties; PF is also asked to grant Father Mariano Da Orta the needed faculties, as he also finds himself in the same situation as Da Maenza.

Minutes of PF general meeting of 8 November 1650 discussing among other issues, a petition on behalf of the superior of the Discalced Carmelites regarding the Madagascar mission. The petition asks: a) that Alberto Di San Michele be declared prefect of the mission, and be granted the usual faculties; b) that the missionaries be given a travel subsidy and a provision for one year; and c) that the missionaries be given both liturgical and secular furnishings. In response, the cardinals decided: 1) to send a letter with the patents and ask the Holy Office for the faculties; 2) with regard to the travel, PF would provide up to 100 scudi, as already decided some months before (see APF ACTA 19, 344r, 346r-v, database item 463), as well as 60 scudi as provision; and 3) for the furnishings, they have to apply elsewhere.

Minutes of PF general meeting of 28 June 1660 discussing among other issues, a request of Philippe Le Vacher (vicar apostolic in Algiers), for more faculties. He hopes this will put a halt to the scandals and disorder caused by the many regular priests in the city, as granted to the vicar apostolic of Tunis in 1652. The procurator of the missions declares that the measure of 1652 had worked out very well, and that this is why the same is now asked for Algiers. The cardinals decide to grant Philippe Le Vacher the same faculties that were granted in 1652.

Description
An account of the resource
Report on Madagascar, describing its size and location. It furthermore describes that many CM priests have worked there, converting more than 5,000 Christians; only one of whom survived. The report states that Marshal de La Meilleraye is expanding his control over the island of Madagascar, and he asks for the appointment of a bishop for the great number of priests who will be needed for the conversion of the island. He promises to provide financially for this bishop, and for the priests who will follow him. PF general meeting of 6 September 1660 agreed the appointment of a bishop in partibus with the faculties of apostolic vicar; the pope approved this decision on 22 September 1660.

The dates discussed and PF's decision are written on the verso of the Italian version. The letter itself is undated, but another document suggests that it was written on 14 June 1660.
