They also note that it is difficult to transport these goods, due to the danger of them falling into the hands of the Turks. The pope agrees, and orders to send the request to the Holy Office.

They ask that James Crighton, John Smith, and Thomas Lumsden (all Scottish secular priests), be declared missionaries with the usual faculties, provisions, and privileges, and that also one of them be appointed prefect. The cardinals declare the three candidates missionaries in Scotland, and appoint William Ballantyne as their prefect. He will have the faculty to appoint one or more procurators in Paris, so that it is easier to convey the state of the mission, and to receive orders and provisions from PF. The faculties will be requested from the Holy Office, under the direction of the archbishop of Ephes, vicar apostolic of the Netherlands.

Minutes of PF general meeting of 8 November 1650 discussing among other issues, a petition on behalf of the superior of the Discalced Carmelites regarding the Madagascar mission. The petition asks: a) that Alberto Di San Michele be declared prefect of the mission, and be granted the usual faculties; b) that the missionaries be given a travel subsidy and a provision for one year; and c) that the missionaries be given both liturgical and secular furnishings. In response, the cardinals decided: 1) to send a letter with the patents and ask the Holy Office for the faculties; 2) with regard to the travel, PF would provide up to 100 scudi, as already decided some months before (see APF ACTA 19, 344r, 346r-v, database item 463), as well as 60 scudi as provision; and 3) for the furnishings, they have to apply elsewhere.

The subject was referred by Cardinal Ginetti and was based on a letter from two slaves from Tunis, who requested that the said Raccus be declared a missionary, as the previous missionaries were either old, dead, or had been freed and had gone back to their countries. PF decided - if the pope agreed - to write to Father Alexander of Genoa, prefect of the Capuchin mission in Barbary, in order to ask for his opinion on whether Raccus (or anybody else) should be granted missionary faculties in Tunis. Meeting held at "Collegium Propaganda Fide"; five cardinals were present (Capponius, S. Honuphrii, Cornelius, Ginettus, Pamphylius), as well as the assessor of the Holy See.
