But together with the arrival of news about the death of the previous prefect (Nicolas Etienne), and Manié’s illness, the cardinals are asked to appoint François Cuvron [or Cuveron] as prefect or vice prefect of the Madagascar mission (vice prefect in case Manié is still alive). Petition discussed in PF general congregation of 20 December 1666; the cardinals decided not to appoint another prefect.

It recalls the fact that CM has been sending missionaries to Algiers and Tunis to help spiritually and materially the thousands of slaves in those cities, which they have been doing with great success. Since free priests are not allowed, Vincent de Paul had asked the consuls of both cities to take the apostolic vicars into their houses. But now that both consuls have gone back to France after being treated badly by the Turks, Vincent de Paul asks that both apostolic vicars, Jean Le Vacher and Philippe Le Vacher, take the office of consul in order to be able to stay there; the office does not involve tasks which are unsuitable for priest's. If PF agrees to this solution, a renewal of the faculties of apostolic vicar for both priests is needed.

Letter from CM superior in Rome, in which he responds to the following three accusations made against Jean Le Vacher, vicar apostolic in Tunis: a) that he is both vicar apostolic and consul of France, and that this is damaging to his office of the vicar apostolic; b) that he has a ship which he uses for commerce; and c) that he betrays slaves who make plans to escape. CM superior in Rome states that these accusations are false, and that they come from enslaved priests and members of religious orders who are displeased by the fact that Le Vacher wants to enforce some discipline on them. PF secretary, in the summary of the letter (on 50r-v), states that this is very likely since it has happened before, and that both this vicar and his antecessor asked PF for orders on the subject. Moreover, CM superior in Rome believes that it is true that Le Vacher also keeps the office of consul, but only because it helps his work as vicar apostolic. The accusation about the ship for commerce is (according to the superior) false, as merchants who often go to Tunis could attest. He moreover recalls the material and spiritual care that Le Vacher provides to the slaves in Tunis. PF notes of the general meeting of 7 August 1663, during which this issue was discussed only mention that the letter was read.

The petition also states that students in the Scottish colleges are unwilling to come the Scottish mission for the same reason. In response, the procurator proposes others for the mission, namely Giouanni Iruino [John Irvine], "signor Blaccallo" [Blackall?], Guglielmo Graio [William Gray] and Alessandro Andersono [Alexander Anderson], and asks for missionary faculties for them. Moreover, he asks for funding for a book by John Walker about Puritanism and for the printing of a work on Church history in English. The petition is unsigned and undated. PF notes on 76r are hardly legible but the ACTA file containing the decisions made during PF meeting of 23 March 1665 indicate the following: a) on the matter of Walker's book, Father "Thomas Cortenerus" should be consulted again; b) for the retirement house, Cardinal Antonio should verify the details of the request and communicate the findings to PF.

The creator of this petition is probably the procurator of the Scottish misison, William Lesley, since he is mentioned in the petition as making several requests. Faculties requested by the provincial of the Capuchins from the Paris province, so that their mission in that province may continue with good results, according to the suggestions of the nuncio to France. The first clause asks for the renewal and extension of the papal bull giving them the right to bring their mission not only to the heretics but also to the Catholics, especially for hearing confessions. The fifth clause asks for the right to exercise these faculties everywhere in the province, except for the most important cities and towns. The sixth and last clause mentions that all conditions are subject to approval by ordinaries. The note on 41v summarizes the document and adds, regarding the fifth clause, that it was included in order to "not allow the Capuchin missionaries to hear confessions everywhere."

The petition also requests that CM members receive the faculty to absolve sins (regardless of how great they are), to cancel or change vows (with the exception of the vows of chastity), to enter a religious order, and to make pilgrimage to Jerusalem and St. Jacob. Permission was also requested to allow CM priests to transmit faculties to their inferiors, or whomever they bring along in their missions.

From the letters sent by [Bartolomeo Da] Serrano, one can understand that things are described very differently, than how the Vicar General of Carthage [Jean Le Vacher] presents them; its believed that the charges pressed against Da Serrano are motivated by hate, and not by zeal. That is why Da Serrano sent his writings ( which were also confirmed by testimonies) to PF. They want PF to do something about the scandals that have happen especially against the hospital, and they are protected by the Spanish king and the Trinitarians. The vicar of Carthage [Jean Le Vacher] and the consul [Jean-Armamd Dubordieu] are both French, and are believed to be working together against Da Serrano.

Petition on behalf of the Trinitarian procurator of Castile, Leon and Navarra, Ferdinando Di Alaba. The Trinitarians have five hospitals in Algiers. Here, the priests do not only take care of the slaves, but they also preach the gospel, celebrate mass, administer the sacraments of Penance, Eucharist (and others), teach the basics of the faith to the children, and they ransom slaves. This mission in Algiers has been going on for more than 70 years, but recently it has been disturbed by a French priest, Gio' Bacher [Jean Le Vacher]. He claims to be vicar apostolic of Carthage and Tunis, but has never shown any document or patent from PF proving this. Le Vacher takes the privileges from the priests, forbids them to administer the sacraments for the slaves, and removed the coat of arms of the Spanish king, the protector and patron of the hospitals, the crosses, and the sign of the Trinitarians from their walls. He also took the Holy sacrament from the churches of the hospitals, as he wants to keep it in his own house, which is full of merchants, Muslims, Jews, Lutherans and other sectarians. The priests who had to get the bread ran the risk of being too late, and being insulted by the unbelievers. Le Vacher also placed sick heretics in the same rooms as Catholics, which is a practice they have never followed. He forbade the slave priests to say mass in the hospitals, and instead made them do it in his house; when they protested, he let their Turkish patrons lock them up. One of the priests from the hospital [Bartolomeo Da Serrano] protested against this, after which he was brought before the Muslim court on the false accusation of trying to create an uprising; this was viewed as a scandal by both the Christians and Moors. Ferdinando asks PF to either give the priests the title and faculties of vicar apostlic in the hospitals, so that they will no longer be subject to the jurisdiction of Le Vacher.

Petition on behalf of Francesco Gatta and Giovanni Battista de Bonis (priests from the diocese of Matera), to PF. They ask for the faculties to go to the mission of Algiers, and PF notes mention that the same request has been discussed during the PF meetings of 12 February, and 17 April 1675. When asked about the need of new missionaries, the vicar apostolic of Algiers (Jean Le Vacher), stated there was no need. During their meeting of 2 March 1676, the cardinals decide to ask the bishop of Matera and Jean Le Vacher for more information.

Petition on behalf of Francesco Guevara asking for 1,000 pezze, that he deems to be his legitimate property, especially now that the Dey and his heirs have passed away. He states that after he arrived with Giuseppe Guevara, and Serafino and Vincenzo Piccinini in Civitavecchia, on the same ships which contained the goods and money of the Dey, they started fighting over it. The special commission ordered by the pope judged the case in his favor, but the others fled with most of the goods. PF, however, kept the 1,000 pezze on the advice of Jean Le Vacher, who feared that the Dey, out of redemption for a Muslim Slave in Sicily, would take the loss of the money out on Christians in Tunis.

The date of this petition is probably 1666. Late in 1665 Francesco Guevara wrote a letter to Jean Le Vacher. It seems probable that the petition was made a year later. See also: APF SOCG 254, 133r-v, 134v (database item 394).
