Description
An account of the resource
Petition on behalf of Jean Le Vacher, vicar apostolic in Tunis, to PF. He asks for three things: a) a new decree that clearly states that all members of religious orders (whether free or slaves), fall under his authority, and that he recieves the faculties to punish them with ecclesiastical censures if they refuse to obey; b) that all ceremonies other than the ones prescribed in the Roman liturgy be forbidden; and c) that he can grant other priest's the faculty of reading mass one hour before dawn, and one hour after midday, so that the many slaves who have to work from the break of day onwards, can attend mass. PF agrees to the first and third point, and order that nothing be changed with respect to the second.

An account of the resource
Petition on behalf of Vincent de Paul to PF, which asks for missionary faculties for three priests of CM, to help assist Dermot Duiguin, who is working in the Scottish Highlands and the Hebrides. The priests are: Gerard Brin, Thomas Lumsden and John Ennery. The petition is unsigned and undated.
Date discussed [1653-04-01]
Additional comments
Coste dates the petition after 3 May 1652, "car à cette date saint Vincent ignorait encore ce qu'était devenu Gérard Brin, chassé d'Irlande
par la persécution de Cromwel" (cf. P. Coste, ed., Saint Vincent de Paul: correspondance, entretiens, documents (Paris: 1920-25), vol. 1, doc. 1494) and before 29 May 1654, because at that date Thomas Lumsden was already in Scotland (cf. Coste, vol. 1, doc. 1746). However, according to APF SOCG 297, 292r, 295v (database item 300) Lumsden was already there before August 1653. Therefore, the document should be dated between 3 May 1652 and August 1653.

Description
An account of the resource
Petition on behalf of Jean Le Vacher, vicar apostolic in Tunis, to PF. He writes that there are many slaves in Tunis, but too few priests, meaning that not all slaves can easily attend mass (as they used to). Therefore he asks for the faculty that he, and one other priest appointed by him, may say mass three times a day on Sundays and on feast days.

Petition on behalf of Vincent de Paul requesting permission to send three additional missionaries to Madagascar, namely: Claude Dufour, Nicolas Prevost, and François Feydin, seeing that a ship is ready to leave for the island. Vincent de Paul also requests that PF allow that the examination and approval of future missionaries for Madagascar, to be carried out by the nuncio, considering that the precipitous departure of the ship might not leave Vincent de Paul enough time to let PF know their names in advance; he (Vincent de Paul) also requested that the appropriate faculties be sent from Rome afterward.

Description
An account of the resource
Petition on behalf of Jean Le Vacher, vicar apostolic in Tunis to PF. He writes that the [Muslim] slaves in Civitavecchia have sent their complaints to the ruler of Tunis, stating that the land they had bought to bury their dead, has been taken from them. Le Vacher heard that the ruler of Tunis summoned all Christian priests and Christians present in the city, and told them that were the situation in Civitavecchia to remain unchanged, the Christian cemetery in Tunis would be destroyed. Jean Le Vacher therefore asks that the cardinals remedy this problem, and have the slaves in Civitavecchia write to Tunis. In their general meeting of 12 July 1655, the cardinals decide to ask the general treasurer to provide more information about the matter.

Petition on behalf of Philippe Le Vacher, vicar apostolic in Algiers, to PF. He asks for a safe-conduct for the former Discalced Augustine Cherubino Della Vergine Maria, a renegade who wants to return to the Catholic faith. For this he needs to travel to a Christian country, as it would be too dangerous for him to convert to Catholism before leaving Algiers, as he is known there to be a Muslim. He therefore asks that this un-usual condition not to be mentioned in his safe-conduct; he also asks for there not to be a time limit. The cardinals of PF discussed this issue during their general meeting of 5 October 1655, and decided to pass the issue on to the Holy Office.

Petition on behalf of Vincent de Paul to the pope [Alexander VII], asking to extend to the whole of CM, the faculties that were orginally granted to the house in Rome (in regards to the absolution of reserved cases). PF notes on f. 282v indicate the following: Cardinal Datario states that the pope wants such favors to be given with the agreement of PF.
Additional comments
Although the petition is undated, it must have been written between 1655 (the beginning of Alexander's papacy) and 1660 (the year when Vincent de Paul died), since it refers back to decisions taken by Innocent X, Alexander's immediate predecessor.

Description
An account of the resource
Petition [from CM] to PF. It recalls the fact that CM has been sending missionaries to Algiers and Tunis to help spiritually and materially the thousands of slaves in those cities, which they have been doing with great success. Since free priests are not allowed, Vincent de Paul had asked the consuls of both cities to take the apostolic vicars into their houses. But now that both consuls have gone back to France after being treated badly by the Turks, Vincent de Paul asks that both apostolic vicars, Jean Le Vacher and Philippe Le Vacher, take the office of consul in order to be able to stay there; the office does not involve tasks which are unsuitable for priest's. If PF agrees to this solution, a renewal of the faculties of apostolic vicar for both priests is needed.

Petition on behalf of Vincent de Paul to PF, in which he reports that the last ship going to Madagasca has been put to sea, and that one of the four missionaries destined for the Madagascar mission could not make the trip. Vincent de Paul replaced him with Pierre Turpin, and therefore proposes that he be declared an apostolic missionary. The petition is followed by a few lines signed by cardinal Nicolò Guidi di Bagno which attest to his abilities. Discussed in PF general meeting of 27 May 1659. The cardinals agree to the proposal.

Description
An account of the resource
Petition on behalf of Jean Le Vacher, vicar apostolic in Tunis, in which he asks for plenary indulgences for the feasts of the patron saints of the chapels in the bagnos of Tunis and Bizerte. Monsignor refuses to send them in two packages as was done in the past, because it would be too risky to send such a package to a far away and barbarous country. The cardinals are asked if it cannot be done anyway, as it has been sent in the past.

Description
An account of the resource
Petition on behalf of the Scottish missionaries asking for the reconfirmation of the missionary faculties of the following missionaries, which will expire in 1660: Gulielmo Bannatino [William Ballantyne], Giouanni Valchero [John Walker], Giouanni Smitteo [John Smith], and Tomaso Lumisdeno [Thomas Lumsden]. They also ask for the provisions which should accompany the faculties. The petition was discussed at PF meeting on 30 June 1659, but the notes showing the decision on f. 85v are illegible. The petition is unsigned and undated.
Date discussed 1659-06-30
Additional comments
This petition was probably written by the procurator of the Scottish mission, William Ballentyne, since the handwriting is the same as that of other letters written by him.

An account of the resource
Translation (from French) of a report on Madagascar, describing its size and location. It furthermore describes that many CM priests have worked there, converting more than 5,000 Christians. The report states that Marshal de La Meilleraye is expanding his control over the island of Madagascar, and he asks for the appointment of a bishop for the great number of priests who will be needed for the conversion of the island. He promises to provide financially for this bishop and for the priests who will follow him. PF general meeting of 6 September 1660 agreed the appointment of a bishop in partibus with the faculties of apostolic vicar; the pope approved this decision on 22 September 1660.
Date discussed 1660-09-06; approved by pope on 1661-09-22.
Additional comments
The letter is undated, but another document suggests that it was written on 14 June 1660. See APF SOCG 252, 20r, 21r, 22v (database item 271).

Description
An account of the resource
Petition on behalf of Vincent de Paul asking to appoint Toussaint Bourdaise, as the new prefect of the Madagascar mission, following the death of the previous prefect, Charles Nacquart. The petition mentions that Bourdaise had already been declared apostolic missionary, and for several years, had applied himself with good results to the spiritual aid of the people in Madagascar. A second paragraph (written in a different handwriting) adds another request: should Toussaint Bourdaise fall prey to some accident and die, the cardinals of PF are asked to allow that a new prefect be nominated by Vincent de Paul, from among the missionaries of CM who are already on the island (subject to approval by the nuncio to France). PF notes mention that the cardinals approved the request. The petition is undated and unsigned.

Description
An account of the resource
Petition on behalf of Philippe Le Vacher, apostolic vicar in Algiers, to PF. According to Philippe Le Vacher, a number of religious persons cause much scandal in Algiers, by refusing to obey him and obstructing him in his task. Therefore he asks for a decree to place all religious persons present in the city under the jurisdiction of the vicar, as had already been decreed by PF for Tunis and its vicar on 9 September 1652. The said decree of 1652 is attached to the petition (f. 42r). It decides on three subjects: a) the jurisdiction of the vicar over members of religious orders; b) the prohibition of all masses and rites which do not conform to the official rites and ceremonies; and c) permission to celebrate mass both before dawn and in the afternoon so that slaves can attend. PF note on f. 44v indicates that the cardinals agreed on issuing a similar decree for Algiers. The petition is undated and unsigned.
