He had to go to Paris after being in prison for a certain period; he had asked for a provision for the time he spent outside the mission, but PF did not agree to it. Now back in Scotland, he receives the normal provision. In the discussed petition, he asks again for a provision for the two years he spent in Paris, for the book he wrote, and in order to repay some of the debts he has since incurred. The cardinals decided that he should send them his book.

Minutes of PF general meeting of 1 October 1658 discussing among other issues, a letter from the archbishop of Tuam. He writes about the miserable state of the church in Ireland, due to constant persecutions. Nevertheless, in the province of Connacht there are 150 secular priests serving the people, despite living in woods and in caves; the same is true for the other provinces and for the regular priests, although the Franciscans state that they are the only ones doing such things. The archbishop complains that some Minor Observant priests go wandering about without obeying the bishops; he therefore asks that they be recalled to their convent. Thirdly he asks whether PF can do something (or at least give advice), regarding the oath of abjuration introduced by Cromwell. Lastly, he recommends to the nuncio in Cologne, the Irish priests who go from Flanders to Frankfurt to serve the Catholics in the country. The cardinals decide to wait for the report sent by the archbishop of Armagh, and to urge the latter to send it as soon as possible. His letter should be discussed during the next PF meeting on Ireland.

Minutes of PF general meeting of 11 July 1658 (in the presence of the pope), discussing among other issues, several complaints from two secular slave priests, and one Minor Observant in Tunis [Gregorio Bianchelli, Jacobo Vilar and Leonardo da Milano]. They accuse their vicar apostolic [Jean Le Vacher], of forcing them to join him for mass on several Sundays, of being involved in commerce, and of being a strict and stubborn man who threatens them with ecclesiastical suspension. The superior of CM in Rome [Thomas Bérthe] states that the vicar [Le Vacher] is a very zealous servant of God who is anything but avaricious, and that he only insists on these priests being present at mass for the consolation of the slaves. The superior moreover says that it is important to support his authority, because otherwise the disorders that prevailed before his arrival will return. PF secretary merely notes that the letter "has been read" ("lectum").

They ask to be allowed to join PF and receive all privileges and faculties that are normally given to missionaries in partibus. They desire to go beyond their current mission of converting the Protestants of their area. Lastly, they state that PF will always be provided with candidates that do not have any temporal interests, and will be ready to be dispatched anywhere that PF chooses; they note that several priests have been appointed as missionaries to China, Tonchino and Cocincina [Vietnam]. PF decided to postpone the discussion of the matter to the next meeting.

Minutes of PF general meeting of 18 February 1658 discussing among other issues, the missions in Poland. The nuncio to Poland writes that the missionaries never report anything to him. He also proposes the foundation of a college to educate the secular clergy, in 'Leopoli' [L'viv]; he moreover says that only zealous missionaries should be sent, and that the provisions should be higher. Missionaries who do not know the language should first practice some years in a convent in Cracow or L'viv. In every region the prefect should be virtuous and esteemed by the missionaries, and he should report often to the nuncio and to PF. Lastly he says that the missions of the Jesuits and other religious orders from Prussia are very successful. The cardinals decided: a) that the missionaries should be led by (and subject to) the nuncio of their region, or via another way subject to PF; b) that missionaries should not be sent to the mission unless PF has been informed about their life and behavior, not only from their own superiors but also from the local bishop; and c) the state of the mission, its missionaries and colleges has to be examined to see whether the foundation of a college in L'viv is desirable.

Minutes of PF general meeting of 4 June 1657 discussing among other issues, a letter from the nuncio to France. He writes that the abbot of Luthumier has given a certain amount of money to the foundation, College for Priests of the Mission ("Preti della Mission") in the city of Valognes, and also for the sustenance of 12 missionaries; its noted that the bishop has given his consent to the foundation. Vincent de Paul believes that it is better for similar congregations to distinguish themselves by particular names, in order to make it easier to understand which is being discussed. The cardinals decided to grant the faculties, with a mention that they would have to remain subordinate to PF.

The cardinals discuss among other issues, a petition by the vicar apostolic of Algiers [Philippe Le Vacher], who asks for the faculties to consecrate chalices and altar stones; there are too few in the area, and it is dangerous to transport them from Italy. The pope orders the request to be forwarded to the Holy Office, so that the faculties that had previously been granted to the vicar apostolic of Tunis, can be consented to the vicar of Algiers for a period of seven years.
