The cardinals have accepted the apology of Vincent de Paul regarding the mission of Madagascar, and they have also conceded the mission to the two priests going there, as can be seen from the decree and faculties attached. However, they want the nuncio to keep the papers for a while, and see first if other merchants are willing to take the Discalced Carmelites with them to Madagascar. Nevertheless, the nuncio has already confered the necessary faculties to the two priests to hear confession and administer the sacraments, so that they do not travel in vain. The letter dated 20 July 1648.

PF decides to grant missionary status to Charles Nacquart (spelled Naquet) and Nicolas Gondrée (spelled Gondrai) and submits request for faculties on their behalf at the saint office of the Holy See. The nuncio is asked not to forward PF's decree and faculties to Naquet himself, because of the mission overlap with the Discalced Carmelites, but the nuncio is nevertheless permitted to grant Naquet and Gondrai the faculty to hear confessions, and to administer the Holy sacraments.

Copy of a decree issued by PF on 9 August 1650, regarding the petition of Philippe Le Vacher to be declared apostolic vicar in Algiers. The main reason is to give him jurisdiction over the slave priests who cause scandal by their way of living. PF decides to ask the archbishop of Carthage to declare Philippe Le Vacher vicar general in Algiers. Copy by PF secretary, dated 17 September 1650.

Minutes of PF general meeting of 6 March 1651 discussing among other issues, Jean Le Vacher's questions about whether he should allow slave priests (who cannot show their certificate of priesthood), to say mass; he also asks whether he should allow the Greek Orthodox to celebrate (according to their rites) in the Latin churches and chapels, although they also have a chapel of their own. The cardinals decide that these questions should be sent to the assessor of the Holy Office. The second petition by Jean Le Vacher (regarding the various indulgences he has asked for), is also discussed during this meeting. The cardinals decide to ask Cardinal Panzirolo, the Secretary of Briefs of the pope, about this matter.
