Minutes of PF general meeting of 26 April 1689 discussing among other issues, who should be appointed to vicar apostolic in Algiers, now that Michel Monmasson has died. Possible candidates are Francesco Molignano (who was appointed provicar by Michel Monmasson before he died), d'Espinosa (the superior of the Trinitarians in the mission), and Giuseppe Giannola (a missionary in Bizerte, whose work greatly pleased Monmasson when he was still alive). The summary includes the reasonings for the different candidates. The cardinals decide to appoint Giuseppe Giannola as apostolic vicar for three years.

They ask that the superior of the Trinitarian hospitals in Algiers may be appointed prefect over the mission. Father Francesco Gatta (a secular priest), is a candidate for the post of vicar apostolic of Barbary now that Jean Le Vacher has died; its noted that Cardinal Spinola recommended him. He could be given faculties for Tunis and Bizerte, to avoid the troubles experienced in the past [between the former vicar apostolic, Jean Le Vacher, and the Trinitarians in Algiers]. The rescript is "read" and no decision is noted.

Minutes of PF general meeting of 6 September 1683 discussing among other issues, a letter from the prefect of the Tripoli mission. He writes that he left the mission out of fear that the Turks would do to him what they did to Jean Le Vacher, (Le Vacher was killed in Algiers as he was bound to a canon that was fired). The prefect asks for permission to go to Salé, and for a letter of recommendation to be sent to the consul there. The cardinals however decide that he should go back to his province, and that his faculties should be revoked.

Minutes of PF general meeting of 8 April 1680 discussing among other issues, a report from Alexander Winster, the prefect of the Scottish mission. He writes that, since Francis White died, the Catholics in the Highlands have been suffering. He asks that PF send an Irish priest (or that he invite one himself), to whom PF can give the needed faculties. Also discussed, is that Alexander Lesley returned from the Highlands gravely ill, and will probably have to leave Scotland; its noted that two other priests have also fallen ill. The prefect moreover asks that PF send David Burnet to the mission. He also requests faculties and some vestments for mass. The cardinals decide: 1) to leave the issue of the vestments to the judgment of the secretary; 2) to ask the internuncio to France whether Burnet is suitable for the mission; 3) to send the provisions in advance; and 4) to refer the issue of the faculties to Cardinal Norfolk.

Petition on behalf of the procurator of the Scottish mission [William Lesley] to PF. In the letter he mentions several abuses in the Scottish mission, and advises PF to send Alexander Lesley as a visitor to the mission. The notes of the meeting of 16 March 1677 show that the pope did indeed choose Alexander Lesley as a visitor, and state that he should be sent with an instruction from the secretary and 100 scudi for his expenses.

Letter from the nuncio to France Fabrizio Spada, to Urbano Cerri, PF secretary. He recommends a Spanish boy of 16 to be taken into the care of PF. The attached letter from Francesco Gatta (a missionary in Tunis) to the nuncio, recounts how this boy endured many sufferings because his brothers and Father wanted him to become a Jew, as they had; the boy however refused. He is now in Livorno, but wants to go to Rome when his quarantine finishes. During their meeting of 7 February 1678 the cardinals decided to help this boy, and write to a certain "Iulio de’ Angelis" in Livorno, to find out if he knows anything about the case.

Minutes of PF general meeting of 26 June 1674. The cardinals discussed among other issues the case of Marcello Costa, who was named missionary and provicar in Tunis, at the PF meeting of 28 February 1673. The missionary patents and the prevision of 30 scudi were also given to Jean Le Vacher. From the letter that Costa wrote on 29 January it becomes clear that Le Vacher gave the money directly to Costa, despite being instructed to give it to him only after a year of service. This was necessary because Costa had worked for 8 years in several missions without receiving any payment. He was also in debt, due to having to personally pay for his travel expenses to reach each mission assigned to him. For these reasons Le Vacher agreed to give him the money. Costa also says to have served in Tunis on his own; even though there are four slave priests in the city, Costa works on his own, as for different reasons, none of these priests are able to work. Costa is also afraid that they will lose Le Vacher, because he is suffering from spasm in one of his legs, which is about to be amputated. In his first letter, Costa wrote that the Capuchin Fathers had not reached their destination, however in another letter dated 12 April, he writes that Carlo d'Ancona and Vicenzo Da Frascati, the Capuchin Fathers, have arrived in Tunis. In the same letter he also writes that Le Vacher has already given him his patent as provicar in Bizerte, for the duration of three years, of which he sents a copy and asks for a confirmation. He also asks PF to prolong his provision of 24 scudi for three years, with another 5 years due to his harsh financial problems. The cardinals agreed to both requests.

PF writes that in the future, he should not give money to his missionaries with the assumption that PF will pay it back. At the request of the prefect, PF has written to the Rectors of the Scottish Colleges that they should not accept students, unless they can show a letter of their superiors. Lastly, the letter states that in the future, the provisions of the missionaries will be paid one semester in advance. The letter dated 28 February 1673.

Copy of a letter from John Walker, prefect of the Scottish mission, to William Lesley. He writes about the fact that Giovanni Iruino [John Irvin] has arrived in Scotland with a letter from Cardinal Barberini which assured him (travel) provisions, however he is yet to recieve anything. Another priest, Alessandro Iruino [Alexander Irvin] has arrived six months ago from the Scottish College in Paris without any faculties and without provision; Walker asks Lesley to request both from PF. He writes not to have heard anything from the Highlands yet, however, he has received a letter from mister Burnet, who in name of Lesley, asked if the missionaries could write more often to PF. Walker says that he will do this punctually. He furthermore writes about the need of chalices, "ornaments" [for mass] and books, indicating which books are most needed. He also writes about the fact that Giouanni Meinez [John Menzies] has written a book called 'Papismus Lucifugus' against Father Dempstero, and that he hopes the Jesuits will write an answer to it.

Copy of a letter from [Alexander Winster] to [William] Lesley. He states that he has written so much in his previous letters, that he has not much left to tell, until he receives a response; he has not received anything in two years. The attached letter to PF [which is not there anymore] should provide enough information. Winster wants to know whether Alessandro Iruino [Alexander Irvin] is to be counted among the missionaries, since he has no patent or recommandation. He complains about the need of money and the fact that the financial support always arrives too late. He furthermore writes that the Marquis of Huntly has gone to London, but will probably need to come back to Edinburgh. He also notes that all of his companions are doing well except for Marco Macdonel [Mark MacDonnell] who is still ill. He gave him the money he needed, as well as to Giovanni Irvino [John Iruin], and to the others in Edinburgh. The letter dated 4 April 1668.

Copy of a letter from [Alexander Winster] to [William Lesley], the procurator of the Scottish mission. He writes that more than a month ago he wrote to PF about the long and difficult journey of Father Marco and Father Francesco MacDonnelli [Mark and Francis MacDonnell]. He has received them in his own house and provides them with everything they need until help from PF arrives, which, he writes, has to be soon otherwise their suffering will be too great. Giovanni Iruino [John Irvin] has also arrived, likewise without any means of subsistence. [Winster] writes that it is strange to see all these people coming, because he has not been informed by [William Lesley] or by anybody else about their arrival. Since they have PF patents, he will take care of them as best he can. [John Irvin] will soon go to the Highlands, but Father Marco is still too weak. [Winster] has heard about a certain Alessandro Iruino [Alexander Irvin] who is also on his way to Scotland, but it is so far only a rumor. He complains about not having heard from [William Lesley] in two years. Attached there is a letter from Irvin and from the MacDonnell Fathers. The letter dated 17 March 1668.

Copy of a letter from Giovanni Iruino [John Irvin] to [William Lesley?]. He writes that in London he got his missionary patent and a letter from Cardinal "arberino" [Albericci], but no money. Some time ago he arrived in Edinburgh where he met [Alexander] Winster, the prefect of the mission, who has given him everything he needed for his ministry, including 10 scudi to travel to the North. He spent the 30 scudi he received from [Patrick?] Cuneo during his travel to Scotland. The letter dated 5 March 1668.
Additional comments
Although the addressee is not mentioned explicitly, it is very likely that it is William Lesley, for two reasons: a) the format of this copy is the same as that of other copies of letters addressed to William Lesley; and b) John Irvin mentions that he plans to write to PF very soon, which makes improbable that this letter is also addressed to PF.

Petition on behalf of William Lesley, procurator of the Scottish mission, to PF. On behalf of the Scottish mission he asks for the following things: a) more Irish Franciscans to be sent to the Highlands; b) that a companion be sent to help Francis White, whether that be his brother John White or a certain Cussak, who is a secular Irish priest who has offered to go; c) that the rectors of the Scottish Colleges be ordered to search for students in the Highlands to teach them, and after ordaining them, send them back to the Highlands as missionaries; d) more schools be founded in the Highlands; e) that the missionaries find able young people who are disposed to become clerics and send them to these schools, and in case they are not able to pay for the schools, that PF or the Scottish Colleges subsidize them; f) that the missionaries and school teachers be sent books and devotional objects; g) that the missionaries be divided over the different provinces by the prefect; h) that all the Scottish who have been ordained ad titulum missionis in the Colleges but have subsequently entered a religious order, be ordered to go to Scotland immediately; i) that all priests write at least once a year to PF; j) that the regular missionaries be equally distributed throughout the country; k) that PF or the pope write a letter (or brief) in which they order the Scottish Catholics to financially support their own missionaries; l) that 13 secular missionaries be sent to each bishopric, plus one prefect and around 30 regular priests; Lesley is willing to go there himself in order to set an example; m) that John Walker be made prefect instead of [Alexander] Winster, who wants to resign; n) that the Scottish Colleges be visited in order to diminish certain bad practices; o) that the rector of the Scottish College in Paris be replaced; p) that likewise the Scottish monasteries in Germany be visited; q) that the faculties of the prefect and of the secular priests in Scotland be renewed, since they are about to expire; r) that these faculties be given to Alessandro Iruino [Alexander Irvin], and that all of them be restricted to certain areas; s) that the prefect of the mission should be ordered to visit all provinces at least once a year, and write letters describing the state of these areas, including their problems and needs; t) that the prefect be given the faculty to consecrate chalices and altar stones, since the current faculty is about to expire; u) that the cardinals have changed their minds regarding the location of a house where missionaries can retire, because if they were to find it in Dieppe as they currently intend to, the missionaries would have to retire in a land where they would be strangers; v) that the missionaries in the Highlands be given some chalices and vestments; w) that often students of the Scottish Colleges are ordained without dispensation, but they need a dispensation because they are former heretics or sons of heretics; x) that the Scottish mission be visited, and that the visitor may have ample faculties and instructions; y) that PF give the mission a bishop with the title of vicar apostolic, as has been done in Holland; and z) that the Duchess of Aiguillon be asked to approach her uncle, Cardinal Richelieu, to establish a nunnery in Scotland. The petition is undated.
Additional comments
The petition must be dated before the end of 1668 because that is when Alexander Winster stopped being the prefect of the mission (or at least till 1672, when Walker went to Italy for medical attention). Alexander Irvin also arrived there in March 1668.

Copy of a letter from Graio [Gilbert Gray] to [William] Lesley. He writes to the procurator that Lesley, on his departure, urged him to write frequently, as he often complained that the other missionaries did not write often enough. Gray, however, states that he has written frequently, as has the prefect, but both have received very few answers in return. Therefore they are wondering whether their efforts please PF or not. In the procurators' last letter, it also seems as if something was not satisfying him. Gray asks him to be more clear about what he is doing wrong, since this he has not been explicit. Lastly, he writes that a list has been made of all Catholics in the region, therefore they fear persecution. The letter dated 28 December 1667.

Letter from PF to the nuncio to France Card'l Roberti [Carlo Roberti de' Vittori]. The procurator general of the Congregation of the Discalded Augustinians of France, informed PF about the lack of financial aid for the mission in Barbary; the mission used to be supported by a French merchant, but since he died, they lost their income. There is however another French merchant who has offered to pay for the expenses of the mission. They ask for more missionaries to be sent to the mission, and for one of them to be given the faculties of prefect of the mission. PF (wanting to help in the spiritual needs of these regions), asks de' Vittori to inform them about the suitability of the proposed candidates, and for more information regarding the proposal of the merchant.

Letter from Georgius Haius [George Hay] to PF stating that he went to the Scottish Benedictine monastery in Ratisbon [Regensburg]. He is now asking for a dispensation of the vow that he took when he studied in the Scottish college in Rome, in order to go to the Scottish mission. The procurator adds that Hay received permission from the rector to go there, but not from PF. He asks PF to give Hay the dispensation or give other clear orders. During their meeting of 8 June 1666 the cardinals (in the presence of the pope) decided not to give the dispensation, and to ask the abbot of the Benedictine monastery not to allow him membership to the Benedictine order.

The nuncio to France, Carlo Roberti de’ Vittori writes to PF, to inform the cardinals that in the East Indies (‘Indie orientali’), France only occupies Madagascar and some small islands. The priests who go there are those sent by CM (‘PP Missionarij’), with the approval of PF. With approval from the bishops [not from PF], some priests leave France in order to provide their spiritual assistance to the people on the ships that will go to China. In the West Indies (‘Indie occidentali’), there is some ‘disorder’ but the nuncio is not well informed enough about it. He knows, however, that there are priests without missionary patents from PF, and who do not want to obey those priests who do have patents. The nuncio moreover says that he will try his best to give all information asked by PF in a letter from 24 July 1666.
