Letter from the nuncio to France, Carlo Roberti de’ Vittori to PF, in which he writes that Jean Le Vacher had to leave the Tunis mission because his adversary, Jean Ambrozin (who in 1655 chased him away), obtained the office of consul in Tunis from Colbert. As long as Jean Ambrozin will stay on this post, the superior general does not want to send Le Vacher or anyone of CM to the mission in Tunis. The nuncio therefore writes that other candidates should be found in another way. The letter is dated 11 February 1667. At the general meeting of 22 March 1667, the cardinals decide to write to the new consul Ambrozin, that he may propose a suitable candidate for the vicariate.

He writes that John White, a missionary priest who was asked by PF to go to Scotland has visited him, and told him that he cannot go there, not only because of a recent illness, but also because of other illnesses which he says he suffers regularly; the nuncio cannot tell if this is true or not. He asked White why he had asked PF to be sent there, if he did not have the intention to go in the first place. White answered that he had never requested to be sent to Scotland. Therefore the nuncio did not give him the missionary patents from PF. This letter has the same date as APF APF SOCG 308, 303r (database item 349) and was discussed on 10 January 1667. PF notes on f. 305v state that the procurator of the Scottish mission [William Lesley], its prefect [Alexander Winster], and [Patrizio] Coneo all asked to for John White to be sent, stating that he would be pleased to go help his brother [Francis White] in his mission. CM priests probably made him change his mind, however, as they have always been against his going. Now two Franciscan priests have have proposed to go in his place (see APF SOCG 308, 303r, (database item 349)). During their meeting on 10 January 1667 the cardinals decided to inquire whether White was bound by an oath. If not, the nuncio will be instructed to order him to go to the mission. He writes that two Franciscan priests from Ireland have come to him: Marco Macdaniel and Francesco Macdaniel [Mark and Francis MacDonnell?]. They are both willing to go to the Hebrides after they heard from the rector of the Scottish College that there is a great need for priests there. They asked the nuncio to procure missionary patents for them. For more information about their qualities, PF can contact the "Colleggio di S. Isodoro" where they both have studied. This letter was discussed together with another letter from the nuncio written on the same day (APF SOCG 308, 302r (database item 348)), on 10 January 1667. During PF meeting on 8 February 1667 the cardinals decided that the nuncio should find out whether they are apt, and should give them the usual faculties which they can exercise under the authority of the Scottish prefect Alexander Winster; they should receive the usual provision and viaticum. Other secular missionaries
The nuncio to France, Carlo Roberti de’ Vittori writes to PF, to inform the cardinals that in the East Indies (‘Indie orientali’), France only occupies Madagascar and some small islands. The priests who go there are those sent by CM (‘PP Missionarij’), with the approval of PF. With approval from the bishops [not from PF], some priests leave France in order to provide their spiritual assistance to the people on the ships that will go to China. In the West Indies (‘Indie occidentali’), there is some ‘disorder’ but the nuncio is not well informed enough about it. He knows, however, that there are priests without missionary patents from PF, and who do not want to obey those priests who do have patents. The nuncio moreover says that he will try his best to give all information asked by PF in a letter from 24 July 1666.

However, since White was not in Paris but in Troyes, the nuncio called one of the other priests of CM and told him the orders of PF. He answered that John White had been ill for a long time and was still recovering, but that the superior [René Alméras] would have him come anyway; the latter has confirmed this. In his message which is attached to this letter (see SOCG 308, f. 281r (database item 345)), the nuncio writes that immediately after he arrives, he will give White the letter and patents of PF, and when he is ready to depart give him the 30 scudi as ordered by PF. He writes that following the orders of PF (as written in a letter from 30 December 1665), he has tried in various ways to convince the superior of PF [René Alméras] to send Giovanni Bianchi [John White], to the Scottish mission (White has been requested by his brother, the "prefect of the mission of secular priests in Scotland"; here the nuncio is mistaken, however, as John White’s brother, Francis White, has never been prefect of the Scottish misson. The superior has answered that he is always ready to obey to the orders of PF, but that he wanted to send PF the arguments against sending him. If however, after having taken notice of these reasons, the cardinals are still desiring to send John White, he will very readily carry out their orders. In the attached file (f. 252r), the superior general of CM [René Alméras] explains the reasons why he thinks it better not to send Giouanni Bianchi [John White] to the Scottish mission. Firstly he states to be very honoured by the request and willing to obey. However he has taken the liberty to write his objections: a) John White is not in Paris but is in another city where he has started teaching at the seminary which is run by CM. It would cause trouble for this seminary and be displeasing to the bishop, were he to be relocated; and b) he suffers from pains in his arm which might result in a paralysis. Therefore, he is not well suited for the harsh conditions of the Scottish mission, which require perfect health. However, the superior has written to two Irish priests and, after their response, he will refer their names to the nuncio. In any case, he is willing to obey PF with respect to John White and to anything else they might request. PF decided that, instead of Francis White [the wrong name is used; it should have been "John"], another Irish secular priest can be sent, until White is be able to go to the mission. PF minutes on f. 22v indicate that PF secretary, Mario Alberizzi, does not think its legitimate to appoint a Capuchin bishop since CM priests had always served that mission, and such a decision would discourage them. Letter from Vincent de Paul to PF, in which he discusses the conversation he had with one of the captains, who was due to leave for Madagascar. According to the captain, communication with the island has been interrupted and is not likely to be resumed any time soon, because of current situation in France; half of the merchants involved with Madagascar have already left the island for Paris, and the other half are worried about the financial cost of leaving. Vincent de Paul is concerned about the one Vincentian priest who has been on the island for three years, and whom they have not heard any news from (he is referring to Charles Nacquart, who at the time of writing, had already died). Vincent du Paul notes the possibility of passage on a Dutch ship, since the Dutch hold a nearby island, called St. Maurice [Mauritius]. The passage from the Dutch bases to the French ones would, however be difficult, both because of the geography of the islands and because of the rivalry between the Dutch and the French. If Vincent de Paul finds another way to reach Madagascar he will let PF know. The letter dated 16 August 1652.

Vincent de Paul writes to [Cardinal Capponi] about the delay in his plan to send four more priests to Madagascar; the delay was down to lack of transportation, as the merchants who had promised to take the four missionaries with them, have postponed their departure until September. In response to the suggestion made by PF that the missionaries embark on Portuguese ships destined for Goa, Vincent de Paul writes that he just found out that there is no communication between Goa and Madagascar, and therefore they have abandoned that plan. He will look for other opportunities and will let [the prefect] know as soon as one comes up. The letter is dated 5 nonas Maij [3 May] 1652, [erroneously dated 8 May 1652 in the PF notes on 143v].

Letter from the nuncio to France about Alberto Di San Michele [Albert de Saint Michel?] , a Discalced Carmelite, who left Paris without permission from his provincial, and without a companion. He had earlier abused his missionary faculties by staying in Paris when he was supposed to go to Madagascar. This situation had him chastised by his provincial, since he could not benefit from missionary status unless he carried out his missionary duties in the place assigned. The nuncio does not know where he is at the moment.
