Minutes of PF general meeting of 25 April 1650 discussing among other issues, a petition sent on behalf of Alberto Di San Michele, the prefect of the mission of the Discalced Carmelites in Madagascar. He asks for a travel provision for the missionaries, as the merchant who wanted to take him free of charge has passed away. The cardinals decided to ask the nuncio to talk with both Alberto and the merchants that could take him, and arrange for a passage that would not exceed the cost of 100 scudi. The request for faculties will be sent to the Holy Office.

Discalced Carmelites
Minutes of PF general meeting discussing, among other things, a letter from the nuncio to France asking to excuse the two CM priests who went to Madagascar without prior permission from PF. PF decides to grant missionary status to Charles Nacquart (spelled Naquet) and Nicolas Gondrée (spelled Gondrai) and submits request for faculties on their behalf at the saint office of the Holy See. The nuncio is asked not to forward PF's decree and faculties to Naquet himself, because of the mission overlap with the Discalced Carmelites, but the nuncio is nevertheless permitted to grant Naquet and Gondrai the faculty to hear confessions, and to administer the Holy sacraments.

Copy of a letter from PF to the nuncio to France, Nicolò Guidi di Bagno. The cardinals have accepted the apology of Vincent de Paul regarding the mission of Madagascar, and they have also conceded the mission to the two priests going there, as can be seen from the decree and faculties attached. However, they want the nuncio to keep the papers for a while, and see first if other merchants are willing to take the Discalced Carmelites with them to Madagascar. Nevertheless, the nuncio has already confered the necessary faculties to the two priests to hear confession and administer the sacraments, so that they do not travel in vain. The letter dated 20 July 1648.

Letter from the Capuchin Pierre de Piviers to Cardinal Capponi requesting a salvoconduct for a number of Capuchin missionaries. At the end of Piviers' letter there is a note suggesting to send a mission to Madagascar, as there are rich and affluent Parisians doing business, and going there regularly. He believes the mission would be fruitful, as the natives have no religion and are docile by nature. PF note at the end indicates that the island had already been assigned to the Discalced Carmelite order, and that the general of the order should be contacted about the matter. The latin translation of this document can be found on f. 125r.

Additional comments
Pierre de Piviers had also written to PF about Madagascar in 1643, suggesting that a mission of Normand Capuchins be sent there, since Normand merchants went to that isle most frequently. His letter was read in a PF meeting, but no response was sent. PF meeting took place on 1 June 1643, with four cardinals present: St. Onofrius, Pamphylius, Pallottus, and Ginettus (in PF ACTA 15, f. 338v, no. 11. 299, not in this database).

Petition on behalf of René Alméras. Alméras writes that there are not enough priests left in Madagasca since Nicolas Etienne, the previous prefect, has been killed, another missionary has left the island and a third has drowned. He therefore asks for the appointment of the following new missionaries: Giacomo [Jacques] Henir, Giouanni [Jean] le Bourgeois, Andrea l’Escuier [André Lescuyer], and Tussano [Toussaint] Piequelin. He also requests the appointment of Maximilien Michel Maniè as prefect and François Cuveron [or Cuvron] as vice prefect of the same mission, and in the event of either of their deaths, Ignace Roguet. PF note of the meeting on 20 September 1666 show that the cardinals agreed to the petition, and that the faculties of prefect should be requested at the Holy Office. Afterwhich, they should be sent to the nuncio in Paris, who will then give them to the priests, once they have been judged capable to operate in the mission.

Although no news has come from the missionaries who were approved by PF at the end of 1662, the hope is that they have arrived safely. Some merchants plan to establish a harbor in Madagascar where they can stop on their way to the Indies. These new missionaries have to be approved before the end of the next month, since three ships will be setting sail by that time. Alméras also asks that Pierre Cabel may be appointed vice prefect of the Madagascar mission. PF note shows that the matter was assigned to Cardinal Pallotto. At their general meeting of 22 September 1664, the cardinals decided that the candidates had to appear before the nuncio, in for him to decide whether they were suitable; the nuncio should then notify PF about his decision. Meanwhile, the faculties should be requested from the Holy Office and sent to the nuncio.

Report on Nicolas Etienne, [1670 or later]
Madagascar
Nicolas Etienne, CM priest, French by birth, was sent to Madagascar in 1662, and arrived there on 29 september 1663. He informed René Alméras of the success of his work in a letter of 15 January 1664. His works should earn him the title of martyr. He was killed by a prince he had converted, and this should earn him the title of martyr. A native of the island, who was a CM brother called Philippe Patte had already died as a martyr in 1665. The author says he went to Paris subsequently to find out more information about these events.
1. In a manuscript of Michel Montmasson [Michel Monmasson], CM priest, he found that Messieurs Coueron [Maximilien François Cuvron] and Montmasson arrived in Madagscar on 26 August 1665. M. Manie [Michel Manie] stayed there alone after Etienne's death.
2. In the second part of the book on the canonization of Vincent de Paul, on page 38 (on the heroism of his virtues), he found that Raimond des Morties, described him in the following manner: De Paul had in his house of San Lazare four youths from Madagscar, one of them was, according to the report, killed together with Sig'r Stefano, while converting the ruler of this land. This happened because of the evilness of the women of the ruler who feared that their husband would keep only one woman when he converted.
3. In the same summary, Marie Loret, a Daughter of the Charity, described De Paul saying he sent CM priests to Madagascar because of his charity, and that she knew one of them, called Sig'r Stefano.
4. Dominique Avami, in the Vie de S. Vincent, Chapter 22, said that among those who died at Madagascar, two should be mentioned in particular: Niccolò Stefano and Filippo Patte.
4. In the new vie de S't Vicent de Paul, book 8, page 509, it is said that René Almeras sent a new mission to Madagascar, whose head, Nicolas Etienne, would become its first martyr.

Petition on behalf of CM Superior Vincent de Paul to PF, [1660]
Madagascar
CM petitions
Petition on behalf of Vincent de Paul asking to appoint Toussaint Bourdaise, as the new prefect of the Madagascar mission, following the death of the previous prefect, Charles Nacquart. The petition mentions that Bourdaise had already been declared apostolic missionary, and for several years, had applied himself with good results to the spiritual aid of the people in Madagascar. A second paragraph (written in a different handwriting) adds another request: should Toussaint Bourdaise fall prey to some accident and die, the cardinals of PF are asked to allow that a new prefect be nominated by Vincent de Paul, from among the missionaries of CM who are already on the island (subject to approval by the nuncio to France). PF notes mention that the cardinals approved the request. The petition is undated and unsigned.
