An account of the resource
Letter referring to the success of two missions ordered by the bishop of Valence in Estoile (in spring 1639) and St. Giovanni di Reyan (fall-winter 1639 to January 1640). The bishop himself donated 200 scudi for this purpose. The missionaries taught the catechism, preached, made peace among enemies, converted heretics, heard general confessions and gave communion to people from those localities and many more who came from neighbouring places; one of these places, for instance, only had 1,500 inhabitants, but 7,000 were reported to have confessed and received communion there; of all, only four or five people did not make general confession. PF notes on 346v indicate that Christophe Authier is the author of the letter and also that the Cardinal of Santa Croce requested, on behalf of Christophe Authier, the apostolic confirmation of Authier's "Congregation of the Missions" in the Aix diocese and other dioceses in France. PF notes also show that the cardinals decided to send a letter to Authier, indicating that he should not establish missions in places where there already are other missionaries sent by PF.

Letter from the bishop of Poitiers requesting that the Papal Bull, which the late Father Giuseppe of Paris had renewed on 21 February 1635, be continued, as had been the custom so far, in the following respects: a) the faculty of hearing confessions should be granted to all missionaries approved by the ordinaries and their superiors, as has always been done until now, since the beginning of their mission; now, however, they cannot do the 40th oration, nor can they summon the people, as before, to receive the sacraments of the Holy Eucharist, and to do penitence [reasons why this is not allowed any longer are not clear from the letter]; the one missionary hearing confessions is not enough for the thousands of people in the entire diocese; b) the "companion" (a secular or regular priest) assigned to the missionary/confessor, considering that he is approved by the ordinary and his superiors, should also have the faculty to hear confessions, so that he can relieve the missionary of some of his burden; c) the number of missionaries should be raised from 20 (not enough for such a big diocese) to 30 or 40; and d) the provincial of the Tours province should establish permanent missions (confessors) in five or six places that he (the bishop of Poitiers) would indicate, otherwise the Provincial can use the pretext that he does not have the faculty to do so, as he has done in the past. At the end of the letter, the bishop adds that "the Capuchin Fathers are the only ones who help me in the conversion of heretics, especially in the countryside." (f. 328v)
Additional comments
A CM house was established in the Richelieu parish of the Poitiers diocese in January 1638; evidently that did not make a huge impact on the diocese, from the bishop's perspective, at least as far as the conversion of heretics was concerned, since he seemed to consider the Capuchins as the only missionaries who were making a difference in the countryside.

The bishop of Vaison informs PF about the "spiritual progress and great results" of the "secular priests associated in a congregation called of the Missionaries, which is very useful to the Church, both for the conversion of heretics, and for the propagation of piety and devotion vis-à-vis the Holy sacraments," which he hears is also the case in neighboring dioceses. One of these priests, whom he brought to Vaurias and who has been preaching, hearing confessions, and teaching catechism, has made a great impression on the people and [thanks to him], the heretics are more easily converted. The bishop is ready to serve the faith and follow the decisions of PF in all matters etc.
Additional comments
Despite the name confusion ('a congregation called of the Missionaries'), it seems that this document is in reference to the congregation of Christophe Authier, rather than that of Vincent de Paul. In support of his congregation, Authier started a rather vigorous campaign in the early 1640's: for instance, he had the bishops of Vason, Valence, Aix, and others send letters to PF recommending him and his companions. By comparison, CM had a much weaker campaign in the late 1620s.

Letter from the nuncio to France, Nicolò Guidi di Bagno, accompanying a note from the bishop of Babylon on the matter of his replacement. Among the three persons proposed - one Indian, one French, and one Portuguese - the bishop thinks the Portuguese would be best because he would be content with being a suffragan, as the bishop himself would not want a coadjutor (who would succeed him after death), because that would imperil his work on the seminary he started in Paris and dishearten the seminarists. The PF notes indicate that PF prefers the coadjutorship idea and would offer to the coadjutor 100 scudi/year, on top of the 100 scudi/year given by the bishop from his own revenue, until the death of the bishop, after which the coadjutor would get the entire 700 scudi/year that constitute the income of the bishopric of Babylon. PF designates Christophe Authier as a possible coadjutor of Babylon and bishop of Aspaham, and in case he refuses, the nuncio is instructed to entreat Authier to nominate one of his missionaries from Avignon who would be willing and able to reside in Persia.

Five letters from the bishop of Babylon, Jean Duval, discussing his planned replacement at the bishopric. The bishop is seeking a 100-200 scudi pension from a parish benefice in France (for instance in Bretagne or in the bishopric of St. Paul of Lyon) to supplement the 400 scudi/year promissed by the queen. As for the person to be nominated as coadjutor, the bishop suggests a certain Discalced Carmelite known to Ingoli, though he is not named in the letter. In a different letter, he defers decision to the French agent in Rome, Mr. Gueffier. In the last letter, in response to hints from members of the royal council and the nuncio who, prompted by Ingoli and PF in general, suggested that a secular priest (as opposed to a member of a religious order) would be better as coadjutor or suffragan, the bishop shows readiness to accept that solution but asks PF to come up with a candidate, as he himself does not know many seculars.

Christophe Authier has been suggested (it is not clear by whom) as possible bishop of Aspaham and coadjutor of Babylon, seeing as the current bishop of Babylon is planning on renouncing the see. Authier is not in Paris at the moment but the bishop of Babylon (Fra Bernardo) told the nuncio that he doubted Authier would accept the post, because: a) he did not seem inclined to live in that part of the world; and b) he would not be able to stay there on such a small allowance (i.e., 100 scudi/year from the bishop himself, and 100 scudi from PF). The nuncio is trying to secure a bishopric in Provence for Fra Bernardo (Jean Duval); if the queen agrees, then the bishop would be able to leave the entire income of the Babylon see in the hands of whoever will go to replace him, [thus making the post more appealing]. The nuncio will keep Cardinal Capponi updated on the matter and will let him know what Authier said, after he finally sees him.

Letter from the nuncio to France, Nicolò Guidi di Bagno, letting PF know that the bishop of Babylon liked the idea suggested by PF to first find a coadjutor, and only then renounce the bishopric. Vincent de Paul said that since the first nominee was not approved, he could suggest another candidate, an able and virtuous person who would be ideal for the post, because he wished to settle in Persia and was forty years old, and had been a disciple of Mr. Spondani. Vincent de Paul did not give any name to the nuncio because the said priest first wanted to know if the pope and PF would be satisfied with his credentials. Vincent de Paul added that the crown did not have any claims on making the nomination; her majesty the queen only needed to know the name of the nominated person, the only condition (also specified in the act of foundation of the bishopric) being that he be French, especially since her majesty would have to support the incumbent bishop of Babylon with the promised 400 scudi/year. The nuncio believes that the bishop would honour whatever arrangement will be made with him, considering that he is very different from Mr. Gueffier (alludes to issues of overdue cardinal ring fees mentioned further in the letter). Other unrelated matters at the end of the letter (regarding the vicarate of Athens).

Firstly in relation to an internal dispute of the Capuchins (which had been going on for years), namely a conflict between Father Archangelo (missionary) and the Paris provincial, which the Royal Council of Conscience has decided to resolve (temporarily) by deferring everything to the provincial, a decision greatly favored by the Prince of Condé. According to Vincent de Paul, it would be hard to change that decision, because everybody was in its favor. Secondly, regarding the bishopric of Babylon, the nuncio is constantly trying to get a definite answer from Mr. (Hippolyte) Féret, who had also been nominated by the bishop of Paris, as priest of the parish of Saint Nicolas of Sciatra. The nuncio does not know if he is going to accept or not. If he says no, then perhaps another suitable person among Vincent de Paul's missionaries can be found.

Letter from Julien Guérin to PF: a) requesting the faculty to grant a marriage dispensation to a couple who had formerly renegated the Christian faith but currently live like Christians, so that they could legitimize their children; b) relating about other converts as well as certain Turks who live like Christians; and c) decrying the scandal caused by slave priests who celebrate mass twice and sometimes thrice a day for the love of money. Regarding the last point, Guérin asks that all those who celebrate mass twice or thrice a day be excommunicated, as it causes him much grief. PF decided to forward all three issues to the pope.

Letter from the Capuchin Pierre de Piviers to Cardinal Capponi requesting a salvoconduct for a number of Capuchin missionaries. At the end of Piviers' letter there is a note suggesting to send a mission to Madagascar, as there are rich and affluent Parisians doing business, and going there regularly. He believes the mission would be fruitful, as the natives have no religion and are docile by nature. PF note at the end indicates that the island had already been assigned to the Discalced Carmelite order, and that the general of the order should be contacted about the matter. Pierre de Piviers had also written to PF about Madagascar in 1643, suggesting that a mission of Normand Capuchins be sent there, since Normand merchants went to that isle most frequently. His letter was read in a PF meeting, but no response was sent. PF meeting took place on 1 June 1643, with four cardinals present: St. Onofrius, Pamphylius, Pallottus, and Ginettus (in PF ACTA 15, f. 338v, no. 11. 299, not in this database).

Unsigned and undated letter asking PF Secretary Ingoli to write a letter to Julien Guérin letting him know that: a) for the Salé mission, two Recollects from Paris have been nominated; and b) he should attend to the business of ransoming the Portuguese slaves, which he had promised to do on his own, according to a certain Father Pasquale [probably Pasquale Canto, prefect of the recollect mission in Barbary]. The letter also mentions that Father Pacifico [Franciscus Pacificus, recollect] wrote from Tripoli that the Bassa, and the said Portuguese slaves are eagerly awaiting Father Guérin, and so he should hurry and attend to the matter, because otherwise the Bassa can cause trouble to the priests of the mission under the pretext that Guérin had money from the king, and the relatives of the slaves. If Guérin cannot do it, he should respond with a statement showing his honesty in this matter, for the sake of all the priests of the mission. Once he does so, and if he would not like to stay in Tripoli, PF could "console" him by sending him on a mission elsewhere. The author of the letter suggests that Ingoli may write a similar letter to the Internuncio in Portugal, Mr. Battaglini, if he sees fit to do so.
