Relation on the mission of Scotland. There are eight missionaries in Scotland, including Fran'o Blanco [Francis White], Franc' Magdonel [Francis MacDonnell] and Robert Monro; they stay in the mountains in northern Scotland and in The Hebrides. On the island of Bara everyone is Catholic, on Ovist (the biggest island) there are 700 Catholics, and in Cordare and Mordare almost everyone is Catholic. The Catholics are obliged to pay a tax. Eugenio Macalister [Eugene Macalister] has worked in the school for some time. Some time ago Nicolo Dunbar was also sent to the mountains.

Letter from Luca Palmaro, a slave in Tunis, to PF. He writes that he gave Jean Le Vacher 150 pezze during the plague. Jean Le Vacher once gave him 30 pezze for his needs. When the epidemic was over, Palmaro asked for the other 120 pezze back, but Jean Le Vacher refused. Therefore Palmaro can only report this to the cardinals and ask them to ensure that he will get his money back; he hopes to use the money to escape slavery. The letter signed and dated 21 June 1668.

Letter from Jean Ambrozin, French consul in Tunis, to PF. He writes that Father Girolamo Da Sassari (Capuchin and vicar in Tunis), has received some letters from Jean Le Vacher, in which he announces that he had been appointed vicar apostolic of Algiers with authority over Tunis and Tripoli. On receiving this news, Girolamo was about to leave the mission, but Ambrozin made him stay. Ambrozin now asks the cardinals not to let Jean Le Vacher return to the mission which he had served so badly for years. He praises Father Girolamo and accuses Le Vacher of several mischiefs, most of which regard money issues: Le Vacher stole money from slaves and merchants, and took possessions of the local church back to France.

He writes about the merits of his companion Girolamo Da Sassari, and also about how disastrous it would be, were Jean Le Vacher to receive authority over the mission in Tunis while residing in Algiers (as noted from a letter that Le Vacher sent to Da Sassari). Copy of a letter from [John] Valchero [Walker] to William Lesley. He writes to have understood from Tomasse Lumisden, [Thomas Lumsden] that PF intends to appoint him as prefect of the Scottish mission. He has no ambition to join the mission, as he was displeased upon hearing that things are not going well. The truth is, he writes, that were it not for the great affection that the Scottish Catholics have for him, he would have gone to England, where he was invited to lead a more quiet life. He is old and suffers from the cold winters, but he is ready to obey PF if the cardinals want him to stay in Scotland. The two Irish missionaries [Mark and Francis MacDonnell?] have finally arrived, however, they are in a very bad physical condition, and are in need of both money and the "ornaments" necessary for celebrating mass. He furthermore writes that he has heard that six missionaries "of St. Isidore" [see also APF SOCG 308, 303r, 305v (database item 349)] are about to join the mission, but in his opinion two at the time are enough, as they need to have provisions for at least the first year. He describes the need for books, and explains that although he does not agree with [Alexander] Winster that it is necessary to have exact orders from PF as to what books to buy, he nonetheless asks the procurator to consider obtaining these orders, because new books would do much good. He notes that an English version of "il Spondano" [Henri de Sponde, Spondanus] would be needed, in order to counter the great ingnorance of many (especially with respect to Church history), and bring them to conversion. The letter dated 17 April 1668.

He states that he has written so much in his previous letters, that he has not much left to tell, until he receives a response; he has not received anything in two years. The attached letter to PF [which is not there anymore] should provide enough information. Winster wants to know whether Alessandro Iruino [Alexander Irvin] is to be counted among the missionaries, since he has no patent or recommandation. He complains about the need of money and the fact that the financial support always arrives too late. He furthermore writes that the Marquis of Huntly has gone to London, but will probably need to come back to Edinburgh. He also notes that all of his companions are doing well except for Marco Macdonel [Mark MacDonnell] who is still ill. He gave him the money he needed, as well as to Giovanni Irvino [John Iruin], and to the others in Edinburgh. The letter dated 4 April 1668.

He writes that more than a month ago he wrote to PF about the long and difficult journey of Father Marco and Father Francesco MacDonnelli [Mark and Francis MacDonnell]. He has received them in his own house and provides them with everything they need until help from PF arrives, which, he writes, has to be soon otherwise their suffering will be too great. Giovanni Iruino [John Irvin] has also arrived, likewise without any means of subsistence. [Winster] writes that it is strange to see all these people coming, because he has not been informed by [William Lesley] or by anybody else about their arrival. Since they have PF patents, he will take care of them as best he can. [John Irvin] will soon go to the Highlands, but Father Marco is still too weak. [Winster] has heard about a certain Alessandro Iruino [Alexander Irvin] who is also on his way to Scotland, but it is so far only a rumor. He complains about not having heard from [William Lesley] in two years. Attached there is a letter from Irvin and from the MacDonnell Fathers. The letter dated 17 March 1668.

Copy of a letter from the Fathers MacDonnelli [Mark and Francis MacDonnell], sent from Edinburgh to [William] Lesley. They describe the difficulties they encountered during their journey, their shipwreck, their illness, and the loss of all their goods. One of the brothers is still ill [Mark], and will stay in Edinburgh until he recovers; the other brother [Francis] is going to the islands. Their troubles began in Paris, where they stayed until 4 August [1667] because their viaticum had not yet arrived, as Bonaventura MacDonnell would have noted. They now ask for a provision, as they do not have any money, and the superior of the mission cannot help them without borrowing money. They also ask if Lesley could procure missionary patents from PF for the Franciscan Giovanni Smitson [John Smith], who works on the border with England, and that he be placed under the authority of the superior of the Scottish mission; Smitson helped them with everything after their arrival in Newcastle. He has converted many and thinks it necessary to obtain missionary patents in order to conserve these people in their faith. The letter dated 10 March 1668.

Copy of a letter from Giovanni Iruino [John Irvin] to [William Lesley?]. He writes that in London he got his missionary patent and a letter from Cardinal "arberino" [Albericci], but no money. Some time ago he arrived in Edinburgh where he met [Alexander] Winster, the prefect of the mission, who has given him everything he needed for his ministry, including 10 scudi to travel to the North. He spent the 30 scudi he received from [Patrick?] Cuneo during his travel to Scotland. The letter dated 5 March 1668.
Additional comments
Although the addressee is not mentioned explicitly, it is very likely that it is William Lesley, for two reasons: a) the format of this copy is the same as that of other copies of letters addressed to William Lesley; and b) John Irvin mentions that he plans to write to PF very soon, which makes improbable that this letter is also addressed to PF.

Copy of a letter from Francis White [to William Lesley?]. He has not received any answer to his letter dated March 1667, and he states that no missionary has come to help him. [Alexander] Winster had written to him that he was sure that his brother [John White] would come, but now, White writes that [René] Alméras does not want him to go, although White is certain that his brother would be very happy to do so. He [either Winster or Alméras] wrote to White that two Franciscans were coming to help him, but they have not arrived yet, and they have not written to [Alexander] Winster either. White proposes that PF write to some prelate in Ireland or to his brother, Edmondo Bianchi [Edmond White], vicar apostolic in Limerick; the latter would certainly be able to send some good clerics. In this way they could avoid relying on priests who never behave like secular ones, but instead have their own "particular practices." The letter dated 1 January 1668.

Partial copy of a letter from the prefect of the Scottish mission [Alexander Winster], to its procurator in Rome, [William Lesley]. He writes about the fact that he has helped the two Irish Fathers [Mark and Francis MacDonnell?] who came to Scotland to help "Bianchi" [Francis White], and were in a miserable state: one of them is still ill and will probably never be able to go to the Highlands. They do not have any money or goods, so he lent them 22 scudi. Shortly after their arrival Giouanni Iruino [John Irvin] arrived with missionary patents from PF, but without any letter from any friend. It will be difficult to help all missionaries if they keep coming without any means of their own. He has paid the provisions of the missionaries out of the money from the marquis, and he will send the receipts as soon as he finds a safe opportunity. He asks the procurator to send his letters via a mister Hay in London, who will make sure they will be forwarded to Winster. He has also received the last letter from the procurator, in which Lesley informs him that PF has consented that he [Winster] may quit his task as prefect of the mission. Although he is very happy about the decision, he hopes that he has not done anything wrong to justify it.

Petition on behalf of William Lesley, procurator of the Scottish mission, to PF. On behalf of the Scottish mission he asks for the following things: a) more Irish Franciscans to be sent to the Highlands; b) that a companion be sent to help Francis White, whether that be his brother John White or a certain Cussak, who is a secular Irish priest who has offered to go; c) that the rectors of the Scottish Colleges be ordered to search for students in the Highlands to teach them, and after ordaining them, send them back to the Highlands as missionaries; d) more schools be founded in the Highlands; e) that the missionaries find able young people who are disposed to become clerics and send them to these schools, and in case they are not able to pay for the schools, that PF or the Scottish Colleges subsidize them; f) that the missionaries and school teachers be sent books and devotional objects; g) that the missionaries be divided over the different provinces by the prefect; h) that all the Scottish who have been ordained ad titulum missionis in the Colleges but have subsequently entered a religious order, be ordered to go to Scotland immediately; i) that all priests write at least once a year to PF; j) that the regular missionaries be equally distributed throughout the country; k) that PF or the pope write a letter (or brief) in which they order the Scottish Catholics to financially support their own missionaries; l) that 13 secular missionaries be sent to each bishopric, plus one prefect and around 30 regular priests; Lesley is willing to go there himself in order to set an example; m) that John Walker be made prefect instead of [Alexander] Winster, who wants to resign; n) that the Scottish Colleges be visited in order to diminish certain bad practices; o) that the rector of the Scottish College in Paris be replaced; p) that likewise the Scottish monasteries in Germany be visited; q) that the faculties of the prefect and of the secular priests in Scotland be renewed, since they are about to expire; r) that these faculties be given to Alessandro Iruino [Alexander Irvin], and that all of them be restricted to certain areas; s) that the prefect of the mission should be ordered to visit all provinces at least once a year, and write letters describing the state of these areas, including their problems and needs; t) that the prefect be given the faculty to consecrate chalices and altar stones, since the current faculty is about to expire; u) that the cardinals have changed their minds regarding the location of a house where missionaries can retire, because if they were to find it in Dieppe as they currently intend to, the missionaries would have to retire in a land where they would be strangers; v) that the missionaries in the Highlands be given some chalices and vestments; w) that often students of the Scottish Colleges are ordained without dispensation, but they need a dispensation because they are former heretics or sons of heretics; x) that the Scottish mission be visited, and that the visitor may have ample faculties and instructions; y) that PF give the mission a bishop with the title of vicar apostolic, as has been done in Holland; and z) that the Duchess of Aiguillon be asked to approach her uncle, Cardinal Richelieu, to establish a nunnery in Scotland. The petition is undated.

The petition must be dated before the end of 1668 because that is when Alexander Winster stopped being the prefect of the mission (or at least till 1672, when Walker went to Italy for medical attention). Alexander Irvin also arrived there in March 1668.

Copy of a letter from Graio [Gilbert Gray] to [William] Lesley. He writes to the procurator that Lesley, on his departure, urged him to write frequently, as he often complained that the other missionaries did not write often enough. Gray, however, states that he has written frequently, as has the prefect, but both have received very few answers in return. Therefore they are wondering whether their efforts please PF or not. In the procurators' last letter, it also seems as if something was not satisfying him. Gray asks him to be more clear about what he is doing wrong, since this he has not been explicit. Lastly, he writes that a list has been made of all Catholics in the region, therefore they fear persecution. The letter dated 28 December 1667.

He went a very long way in order to ask Winster for the things needed for his very poor mission. Winster himself came to see White the previous autumn [1666] but did not find him, as White was far away on the islands and had fallen ill. White writes that whilst Winster had assisted him financially, the need for more missionaries is even more urgent than before. The promised help has not yet arrived, but the vastness of the area and the amount of converts, would provide enough work for twelve priests. Missionaries are also needed because, while there is great faith in God in this region, the people know nothing about the Catholic faith. They abhor the Protestant ministers, but there are no Catholic priests to replace them. White also writes that the superior [René Alméras] of his brother [John White] will send the latter to Scotland, only if [William Lesley] convinces the PF to write to Alméras and the nuncio to France on this matter. White furthermore asks that [William Lesley] convince PF to send money for books and approximately one thousand rosaries and other similar things. The letter is dated 29 April 1667, but it was received in Rome in 1668.

Letter from Jean Le Vacher to Mario Alberizzi, in which he explains what happened with the sum of 1,000 pezze that is in the possession of PF, and also claimed by "some Maltese in Rome." He writes that this sum was given by the late Dey to Giuseppe Guevara, a renegade, for the purpose of ransoming a slave in Messina (Sicily). Shortly after he received this money, Guevara fled together with Francesco Guevara, Serafino and Vicenzo Piccinini, their families and some other renegades, and they went to Rome. On hearing this, the Dey called all priests and the most important Christian slaves, and ordered them to write to the pope that his money should be given back to him; the Dey threatened to otherwise have it paid by the free and enslaved Christians in Tunis. The pope ordered that this money be held for the Dey, who continued to claim it up until his death; after his death the Divan took over his claim. Le Vacher advises not to give the money to anyone without a clear receipt, in case the Tunisian authorities attempt to extract it from the local Christians, be they free or enslaved. Le Vacher also mentions that Francesco Guevara threatened him many times in order to force him to write to PF in support of Guevara's request for money. Le Vacher advises to spend part of it for the redemption of Vincenzo Piccinini, a brother of Giuseppe Guevara who is abused, because he helped the Guevara brothers escape. The letter dated 23 April 1666.

Letter from Francis White to [William Lesley?]. He writes that he has only received the letter from [William Lesley?] in June, as [Alexander] Winster did not want to risk forwarding it, since he did not know where White was. He describes problems between himself and a Dominican, and also with a protestant minister. He writes about the fact that he has so much to do in such difficult circumstances that were he to remain without help, he would have to leave the Highlands. He is grateful, however, for the provision, and for the schoolteacher. White notes that he would like to have another teacher, since on the islands there is a protestant teacher. He asks [William Lesley?] to excuse Eugenio Macalastrio [Alexander Macalister] for not having written the names of the schoolchildren and their parents [actually, Macalister did at least mention family names in his letter to Lesley, see APF SOCG 308, 224r-225v (database item 336)], because they fear that these will be communicated to the court, were these letters to be intercepted. He asks if it could be ordered that his brother Giouanni Bianchi [John White] be sent to help him. He would also need other priests, but they have to be excellent due to Highlanders viewing priests as saints on earth. He writes that the Highlands and islands could soon be Catholic, if only there were enough missionaries. Therefore he urges [William Lesley?] to see to the appointment of new missionaries. The letter is dated 14 June 1665.

PF wants to refund 850 scudi to Giuseppe Giauera [Giuseppe Guevara], Serafino [Serafino Piccinini] and Gio' Vincenzo dè Piccinini [Giovanni Vincenzo Piccinini]. They had been forced to pay the money on 28 August 1662 to the Monte della Pietà di Roma. The court initially agreed to return the money to whoever they deemed it to belong to. Copy of a letter from Alexander Winster, prefect of the Scottish mission, to its procurator in Rome, William Lesley. In the letter he: a) requests news about Thomas Lumsden for the third time, as he has not heard from Lumsden since he went to France; b) writes about the great need of missionaries (especially Irish missionaries who speak Gaelic), for the mission in the Highlands where there are between 3,000 and 4,000 Catholics; the letter notes that missionaries for the Lowlands are also needed; c) notes that Francis White and the schoolteacher [Alexander] Macalister are in great need and require help, and that he as prefect wants to receive precise orders on what to do to help them. He furthermore complains about the lack of help from the Scottish College in Paris; d) notes the mission itself is going well, but there are too many Catholics for the scarce amount of priests. Moreover, the king has instituted a tribunal to put order to the ecclesiastical situation, which causes fear among the people. He is said to be forwarding a letter from [Francis] White and one from the schoolteacher [Macalister]. Unsigned and dated the 28 March 1664. PF notes repeat the great need of help for Francis White described by the prefect, and add the possibility to accept earlier proposals of the archbishop of Armagh [Edmund O'Reilly] to send some of his Irish priests. The cardinals decide to provide for financial help for Francis White and to send the priests proposed by the archbishop of Armagh, after knowing from the procurator, however, how many should be sent and what characteristics they should have.

Summary of two petitions sent to PF stating: a) the request by René Alméras to declare Nicolas Etienne, Robert Menan and Michel Manie as missionaries in Madagascar, and to also give Etienne the faculties to appoint a vice prefect who will replace him in case of death; b) the petition by Nicolas Etienne to administer sacraments onboard ships other than the one which they initially boarded, and to exempt people onboard the ship from fasting during Lent, when no other priests are present on the ship. In the summary, PF secretary [Mario Alberizzi] comments that the Madagascar missionaries probably think they already have these rights outside the territory of their mission, which is not the case; usually they solicit and receive permission from the bishop of the harbor from which they depart; c) a further request from CM regards the possibility to celebrate mass in places where there are no other priests, even if it is not within the territory of their mission, and to also perform marriages and baptisms there; d) they also ask if they may hear confessions when the confessants does not speak the language of the priest (and can only use signs and gestures); and e) lastly they want to know if the confessor needs to confirm if the soldiers who come to confession are fighting a just war.

An annotated collection of primary sources tracing the activities of the Congregation of the Mission in Europe and Africa. The documents listed here are drawn from the Vatican and Propaganda Fide archives and illustrate the missionary activities of the Congregation from its inception (1625) to the last decades of the seventeenth century. They underscore a rich and complex relationship with the Roman Curia and highlight the role of the papacy in shaping early modern religious, cultural and political frontiers in the context of the Catholic Reformation.

Description
An account of the resource
Petition on behalf of René Alméras to PF. He explains that after many obstacles which have impeded CM to send other missionaries to Madagascar, a ship will depart towards the end of December. Since the previous prefect is deceased, Alméras asks that Nicolas Etienne may be appointed as prefect of this mission, and that he, Robert Menan and Michel Manie may be given missionary faculties; CM will provide for their material needs. Lastly, he asks that Nicolas Etienne may appoint a vice prefect who will take care of the mission in case of death of the prefect.

Visitation report by Charles de Bourlon, bishop of Soissons, from 1662. CM priests are not mentioned. For Montmirail, only two priories mentioned, one run by Augustinians, another by Benedictines (f. 7r). The report only refers in some detail to ordinaries (as well as the city cathedral and such) and most of the issues enumerated at the end regard jurisdiction controversies or clarifications. (The attached file contains the beginning of the document only).
Additional comments
The document is signed "Carolus Episcopus Suessionensis." Charles de Bourlon was bishop of Soissons between 1656-1685.

Letter from the nuncio to France, Celio Piccolomini to PF, stating that he will talk to the Marshal de la Meilleraye, as the prefect has ordered in his letter dated the 15 October. The nuncio will also explain to him why PF is not willing to appoint a bishop in partibus. Since the person who was the Marshal's first choice already died, the nuncio hopes that he will readily except that things will be done as they have been in the past [i.e. that a vicar apostolic will be appointed instead of a bishop].

He writes regarding the forwarding of a letter from William Ballantyne, prefect of the Scottish mission (159r-160v, 161v (database item 328)), and wants to know if PF is willing to grant money so that he can search for other missionaries to be sent there; it is noted that the other missionaries would be joining Francis White who is already willing to go to Scotland. The letter signed and dated 28 October 1661.
