Minutes of PF general meeting of 3 February 1688 discussing among other issues, two letters from the vicar apostolic of Algiers [Michel Monmasson], one dated 17 July, and the other 6 September. He asks for the faculty to read more than two masses per day, and for a remedy against the fact that some priests (especially the administrator of the Trinitarian hospitals in Algiers), do not obey him. As to the first request: this has always been forbidden by PF and will not be granted. The secretary notes that there have always been troubles between the Trinitarians and the vicar apostolic. In 1673, the superior general of the Trinitarians had been ordered to see to it that the Trinitarians would not administer any sacraments without the consent of the vicar apostolic. The cardinals decide that this decree of 28 February 1673 should be renewed, and that the nuncio must be written to for information.

They ask that the superior of the Trinitarian hospitals in Algiers may be appointed prefect over the mission. Father Francesco Gatta (a secular priest), is a candidate for the post of vicar apostolic of Barbary now that Jean Le Vacher has died; its noted that Cardinal Spinola recommended him. He could be given faculties for Tunis and Bizerte, to avoid the troubles experienced in the past [between the former vicar apostolic, Jean Le Vacher, and the Trinitarians in Algiers]. The rescript is "read" and no decision is noted.

Letter from Jean Le Vacher to PF. The Turkish slaves working in the galleys of the pope, have written to the rulers in Barbary about the piece of land where they used to bury their dead; the land has since been taken from them. They paid 1000 pezze da otto for the land, but have received no compensation. The rulers in Barbary were very displeased when they heared this, and decided to seek revenge themselves on the priests in Algiers (both secular as regular). This would have materialized had Le Vacher not stopped them, telling these men that he would send word to Italy, to either restitute the land or provide a substitute. Therefore he asks PF to do either one of these things, and to also relieve the poor slaves from their extraordinary suffering.

Da CastelVerrano would like to leave Salè, and asks at the same time for two missionaries to be sent; one to stay in Tripoli and the other to travel with him.

He writes that, since Francis White died, the Catholics in the Highlands have been suffering. He asks that PF send an Irish priest (or that he invite one himself), to whom PF can give the needed faculties. Also discussed, is that Alexander Lesley returned from the Highlands gravely ill, and will probably have to leave Scotland; its noted that two other priests have also fallen ill. The prefect moreover asks that PF send David Burnet to the mission. He also requests faculties and some vestments for mass. The cardinals decide: 1) to leave the issue of the vestments to the judgment of the secretary; 2) to ask the internuncio to France whether Burnet is suitable for the mission; 3) to send the provisions in advance; and 4) to refer the issue of the faculties to Cardinal Norfolk.

The cardinals decide on several matters in response: 1) that Jean Le Vacher must be written to about the issue of whether the Trinitarians can keep the Holy sacrament in their hospitals, as they request; 2) that the heretics should indeed be kept separate from Catholics in hospitals, as requested by the Trinitarians; 3) that Jean Le Vacher should be told not to mingle in matters that are not part of his office, such as the coats of arms which the Trinitarians use to decorate their hospitals, (great resentment was caused, when the coats of arms were previously removed); and 4) that the Neapolitan priests who were recently sent by PF to Algiers should be given faculties.

Relation on the mission in Scotland. The covered subjects are the following: a) archbishoprics and bishoprics; b) the place of residence of the missionaries; c) the residence of the prefect of the mission; d) the universities; e) the Catholics usually live in the mountain areas and in the islands. It would be wise to send more missionaries to these regions; f) there is not even one Catholic bishop in Scotland, it is advised to send a bishop to Scotland once every seven years; g) there are many regular priests in Scotland, especially Jesuits; h) there are many regular and secular Scottish priests outside Scotland in the Colleges, who are actually obliged to work for the mission but who are not able to, or do not want to go back; i) there are many youths in Scotland suited for study, and they should be sent to the Colleges outside the country; j) the Catholics should not send their children to Protestant schools; k) the school teachers need more money; l) the school teachers could also help as priests during festivities; m) there are four overseas Colleges for the Scottish youth, but they should be inspected better by the nuncio or the bishops; n) especially the College in Rome should be visited; o) the students should be carefully selected so that the most talented will be send to the Colleges; p) there should be appointed someone who would make sure that the decrees are followed in the Colleges; q) the students should first be send to the missionaries since they do not learn missionary activities in the College; r) there are relatively few missionaries compared to the amount of Catholics, therefore more should be sent; s) there is a shortage of chalices and other Holy objects, it is asked whether they could send more; t) money is also needed for books; u) there is often not enough money for the priests in Scotland; v) to persuade the students to go to Scotland, they should be given the promise that when they get old or fall ill they will be taken care off; w) the faculties of the missionaries should be limited; x) cases of conscience; y) the prefect of the mission should be able to give dimissory letters, or there should be send a bishop who could do this; z) in the Collegio Urbanothere are two or three youths from outside the mountains; aa) there should be a visitation to the mission in Scotland; ab) maybe there should be a superior general of the mission; ac) they ask for a hospital in Dieppe or Caen; ad) they ask to give the prefect the power to appoint a vice prefect; ae) they ask to give the prefect the power to give faculties to priests; af) Pope Urban had given the mission a subsidy, and they would like to have another subsidy or fund; ag) questions about absolution for the students of the Colleges, of whom the greater part has been a heretic at some moment in their lives; ah) translation of books; and ai) translation of the compendium of Baronius in English.

The identity of the creator is rather vague but William Lesley seems the most likely candidate. He was the procurator in Rome of the Scottish mission. This same file (APF Scozia vol. 1) also contains another relation that he worked on and some letters from his hand. Moreover at some point the text says "Per parte poi del Procuratore/ della Miss’ne." So it seems that he has at least something to do with it. It is also possible that the report was written around the same time as the other report, in 1678

Minutes of PF general meeting of 26 June 1674. The cardinals discussed among other issues the case of Marcello Costa, who was named missionary and provicar in Tunis, at the PF meeting of 28 February 1673. The missionary patents and the prevision of 30 scudi were also given to Jean Le Vacher. From the letter that Costa wrote on 29 January it becomes clear that Le Vacher gave the money directly to Costa, despite being instructed to give it to him only after a year of service. This was necessary because Costa had worked for 8 years in several missions without receiving any payment. He was also in debt, due to having to personally pay for his travel expenses to reach each mission assigned to him. For these reasons Le Vacher agreed to give him the money. Costa also says to have served in Tunis on his own; even though there are four slave priests in the city, Costa works on his own, as for different reasons, none of these priests are able to work. Costa is also afraid that they will lose Le Vacher, because he is suffering from spasm in one of his legs, which is about to be amputated. In his first letter, Costa wrote that the Capuchin Fathers had not reached their destination, however in another letter dated 12 April, he writes that Carlo d'Ancona and Vicenzo Da Frascati, the Capuchin Fathers, have arrived in Tunis. In the same letter he also writes that Le Vacher has already given him his patent as provicar in Bizerte, for the duration of three years, of which he sents a copy and asks for a confirmation. He also asks PF to prolong his provision of 24 scudi for three years, with another 5 years due to his harsh financial problems. The cardinals agreed to both requests.

Minutes of PF general meeting of 26 June 1674 discussing among other issues, a letter from Carlo d'Ancona. Jean Le Vacher, vicar apostolic in Algiers, has sent him to be provicar in Tunis. D'Ancona reports on the state of the mission, and mentions that he found five priests (four slaves and one free). The latter Marcello Costa is a good priest, but the rest are mediocre, and cannot be trusted to have interests other than their liberty. D'Ancona thinks that the care of a bagnos should not be given to slave priests in the future. He also asks how to deal with a certain slave priest who wants to work in multiple bagnos, even though he has to celebrate mass with chains around his feet. Since D'Ancona has heard few good things about this priest, he asks whether he should let him continue his service or withdraw it altogether. The cardinals agree with the second proposition. Lastly, D'Ancona asks that PF confirm the patents that Le Vacher had given him, but the cardinals decide that there is no need to do so.

He requests PF to decide among the following options: a) that the Capuchin Father Luigi Da Palermo be sent back to the mission; b) that the superior general of the Capuchins send another Capuchin; or c) that the Capuchins help the vicar apostolic to ransom another priest who would substitute Luigi Da Palermo. The vicar apostolic thinks that the last option will be easily accepted by the order, because he came to know that the Fathers of Sicily already had money to ransom Luigi Da Palermo (but the vicar apostolic had already ransomed him with his own money). The general procurator of the Capuchins has nominated two candidates to go to that area, Gioseppe [Giuseppe] Maria da Bologna and Francesco d'Arcidosso. In his letter of 23 March, the Minor Observant Elescario Boullard writes that after he arrived in Tunis, the vicar apostolic [Jean Le Vacher] wrote to Marcello Costa (a missionary in Tunis), that he should make Boullard leave. This has been confirmed by Leorardo Omodei, the leader of the ransom organisation in Sicily. The cardinals decide to approve the two candidates for the mission proposed by the procurator general and that they should be given missionary faculties. The vicar apostolic and the superiors of the Minor Observants should request that Boullard leaves the mission.

Minutes of PF general congregation of 22 July 1671 discussing among other issues, the Trinitarians and Mercedarians who work in Algiers without a license from the apostolic vicar, Jean Le Vacher. PF secretary [Federico Baldeschi] contacted the two procurator generals of these orders; one responded stating that he did not know anything about such practices among the members of his order. Recently a new Father, Bartolomeo Da Serrano, has been sent to Algiers to work in the hospital. This is a problem, as he does not obey the authority of the vicar apostolic, and administers the sacraments without any legitimate base. Alfonso Velarde (the procurator general of the Mercedarians), insisted that the members of his order do not travel to Tunis, but only to Algiers, Tétouan and Maroc. They do not administer the sacraments in these places, even though they would have the power to do so. The procurator general of the Trinitarians, Domenico Jafurt, said that they received permission to administer the sacraments, and he sent a letter to the provincial superior in Castile for more information. PF decides that the secretary and (probably Cardinal Orsini) should decide to whom they should give the faculties, in accordance with the law.

Statement by Bernardus Maria, Joannes Cabrold, brother Emmanuel and Ludouicus Rodriguez. These priests in Algiers attest that Joanne’ le Vacher [Jean Le Vacher] ransomed Ludouicu a Palermo [Luigi Da Palermo] for 650 scudi in Algiers in 1670. He can therefore administer the sacrements and fulfill other duties, during the next three years in the city of Tunis.
