Report from the superior of the Scottish mission, William Ballantyne, to PF. It describes the importance of the mission, the political situation, and the relationship between Protestants and Catholics in the country. The report also lists all the missionaries and their activities: a) secular priests, Ioannes Smiteus [John Smith] and Jacobus Crittonius [James Crichton] who both work in Galloway, Nithsdale and Lauderdale (all in the south). [Joannes Valcherus] John Walker and Thomas Lumsdenus [Thomas Lumsden] work in the territories of the Huntly family; the report also states there are three Irish priests working in the Highlands and on the islands; b) regular priests, Roger Lindzaius [Roger Lindsay], a Capuchin who is already "in officio" for 45 years, and Father Primrosius [Primrose] who works in Lothian; and c) priests from the Society of Jesus, Father Hall, Father Maxuellius [Maxwell], Father Macbreccus [Macbreccus], Father George Lesleus [Lesley], Father Joannes Smiteus [John Smith], Father Grantius [Grant] and Father Andreas Lesleus [Andrew Lesley]. The superior then goes on explaining family ties of important Catholic families, and describing which members of these families have been (re)converted.

Relation on the mission in Scotland. The covered subjects are the following: a) archbishoprics and bishoprics; b) the place of residence of the missionaries; c) the residence of the prefect of the mission; d) the universities; e) the Catholics usually live in the mountain areas and in the islands. It would be wise to send more missionaries to these regions; f) there is not even one Catholic bishop in Scotland, it is advised to send a bishop to Scotland once every seven years; g) there are many regular priests in Scotland, especially Jesuits; h) there are many regular and secular Scottish priests outside Scotland in the Colleges, who are actually obliged to work for the mission but who are not able to, or do not want to go back; i) there are many youths in Scotland suited for study, and they should be sent to the Colleges outside the country; j) the Catholics should not send their children to Protestant schools; k) the school teachers need more money; l) the school teachers could also help as priests during festivities; m) there are four overseas Colleges for the Scottish youth, but they should be inspected better by the nuncio or the bishops; n) especially the College in Rome should be visited; o) the students should be carefully selected so that the most talented will be send to the Colleges; p) there should be appointed someone who would make sure that the decrees are followed in the Colleges; q) the students should first be send to the missionaries since they do not learn missionary activities in the College; r) there are relatively few missionaries compared to the amount of Catholics, therefore more should be sent; s) there is a shortage of chalices and other Holy objects, it is asked whether they could send more; t) money is also needed for books; u) there is often not enough money for the priests in Scotland; v) to persuade the students to go to Scotland, they should be given the promise that when they get old or fall ill they will be taken care off; w) the faculties of the missionaries should be limited; x) cases of conscience; y) the prefect of the mission should be able to give dimissory letters, or there should be send a bishop who could do this; z) in the Collegio Urbanothere are two or three youths from outside the mountains; aa) there should be a visitation to the mission in Scotland; ab) maybe there should be a superior general of the mission; ac) they ask for a hospital in Dieppe or Caen; ad) they ask to give the prefect the power to appoint a vice prefect; ae) they ask to give the prefect the power to give faculties to priests; af) Pope Urban had given the mission a subsidy, and they would like to have another subsidy or fund; ag) questions about absolution for the students of the Colleges, of whom the greater part has been a heretic at some moment in their lives; ah) translation of books; and ai) translation of the compendium of Baronius in English.
Additional comments
The identity of the creator is rather vague but William Lesley seems the most likely candidate. He was the procurator in Rome of the Scottish mission. This same file (APF Scozia vol. 1) also contains another relation that he worked on and some letters from his hand. Moreover at some point the text says "Per parte poi del Procuratore/ della Miss’ne." So it seems that he has at least something to do with it. It is also possible that the report was written around the same time as the other report, in 1678

Observations from [William Lesley] on the letters of the Scottish mission from the year 1667. His main points are: a) there is a structural lack of priests, mainly caused by the terrible state of the Scottish Colleges, the rectors of which are disobedient; b) the Colleges never call new students from the Highlands, although these would be the most suitable for the mission. This he says, is not strange, as the Jesuits have always neglected the Highlands, and stayed only with the rich and powerful people in the Lowlands. A remedy to these problems, and the same ones occurring in the Scottish monasteries in Germany, is to visit them and to constrain the superiors of the orders to make the rectors obey; and c) the best students are kept from the Scottish mission, as they are made to become Jesuits, convincing them that the vow they made [to go back to Scotland] was not binding.

Report on the status and activities of CM. The congregation was founded in 1524 and approved in 1632, with Vincent de Paul as superior general. The congregation has 20 houses, of which 16 are located in France (in Lorraine and Savoy), and two in Italy (in Rome and Genoa). Other houses are located in Ireland, Madagascar, on the Barbary coast, and in the Hebrides. The report also notes that CM has three aims: a) the perfection of the spirit; b) the maintaining of spiritual health of others, especially the poor inhabitants of the countryside; and c) the education of the clergy.

The collation includes: a) a notarized confirmation by Jean-François de Gondi, archbishop of Paris, who is to be superior, president, and moderator of the said congregation, given in Paris, 6 May 1634 (f. 71-72v); and b) the constitutions and statutes of the CEC (f. 72v-77v), including nine chapters on the aims of the congregation, its internal organization, and the election of officials; the original had been signed by the archbishop of Paris.

The documents mention that the CEC was instituted on 14 September 1632 at the initiative of "Pater Frater Hyacinthus Presbyterus predicator ordinis Fratrum Capucinorum Sancti Francisci," who had converted many heretics in Paris (congregation formed by Hyacinth "et alii’"-names not mentioned in this doc.), under the name "Congregatio Exaltationis Sanctae Crucis."

Statement from Delebar, Delorme, Guiraud, Reymond, Boisson, Amarroty, Casthellane. They declare that Hierosme de Sasseri [Girolamo Da Sassari] and Antoine de Saravezza [Antonio Di Seravezza] were forced to flee from Tunis because of the violent persecution of Jean Ambrozin, the consul in Tunis. Da Sassari had to leave because he demanded that Ambrozin give money to the church. Di Seravezza had to leave for the same reason but also because he wanted to burn a woman that was living with the French consul. In the statement, it is noted that Di Seravezza did many things for the poor Christian slaves, he even went to Malta to secure better treatment for the Turkish slaves there, so that the Turks would treat their Christian slaves better.

I, doc. 26 (footnote) that the rejection of the petition was due to Cardinal Bentivoglio's "unfavorable report." It seems that Ingoli had made up his mind about the request before charging Bentivoglio with the matter, or in any case before the PF general meeting of 22 August 1628. Tripoli has broken the peace with the French, and the consul has to stay in his house with two French slave priests. Da CastelVerrano would like to leave Salè, and asks at the same time for two missionaries to be sent; one to stay in Tripoli and the other to travel with him.

Letter from Jean Le Vacher to PF. The Turkish slaves working in the galleys of the pope, have written to the rulers in Barbary about the piece of land where they used to bury their dead; the land has since been taken from them. They paid 1000 pezze da otto for the land, but have received no compensation. The rulers in Barbary were very displeased when they heared this, and decided to seek revenge themselves on the priests in Algiers (both secular as regular). This would have materialized had Le Vacher not stopped them, telling these men that he would send word to Italy, to either restitute the land or provide a substitute. Therefore he asks PF to do either one of these things, and to also relieve the poor slaves from their extraordinary suffering.

Copy of a statement on behalf of Antonio Di Seravezza, a Minor Observant from Rome, who also served as vicar apostolic in Tunis and Tripoli for three years, after he received this authority by Girolamo Da Sassari. In September 1668 he left Tunis for Rome. The French consul in Tunis, Giovanni Ambrogini [Jean Ambrozin] should have collected alms for S. Antonio Abate, in order to buy the necessary things for the church, and also in order to conserve the churchyard; he should also have bought a gift for the Agha. The consul has always been aware of this, but never said anything to the church nor given alms. For this reason Girolamo Da Sassari (the apostolic vicar at the time), threatened to report the case to the pope and the king of France, if the consul would not concede the alms to the church; the consul responded that he did not know any pope, cardinal or king, after which Girolamo Da Sassari was forced to leave. Knowing that his abscence would leave the community without a leader, he [Da Sassari] decided to leave Antonio Di Seravezza in his place. The latter left the bagno of S.ta Lucia and took the room in the house of the consul, that Girolamo Da Sassari had previously used. In December 1669 a French woman called Chiara was ransomed, the greater part was paid by the merchants and slaves. The consul gave the woman a room in his residence very close to his own, and next to the chapel and the altar. When Antonio Di Seravezza said the midnight mass of Easter in the chapel of the consulate, there were many merchants and slaves present, only the consul and Chiara were absent. When he asked the merchants and slaves were they were, they said that the consul had laid in bed with the woman. After this night a servant of the consul named Pietro went to the room of Di Seravezza and asked him to do something about the scandalous situation of his master. At Easter Di Seravezza said mass in all the chapels, after which he went to the consulate where he begged the consul to put the woman on a ship that would soon leave for France. The consul responded, saying that the woman did not want to go to France but to Livorno, in order to be able to travel to Sardinia where her husband lived. Di Seravezza was trying to help the consul, but he took offence and continued in his vice. All the nations started saying that the residence of the French consul was a public brothel, but the consul kept refusing to send the woman away. During Ascension Di Seravezza went to all the bagni to take confessions, after which he returned very tired to the consulate. When passing by the room of the consul, he saw things he cannot describe. He told the consul that he was not living a Christian life, that he would leave his residence, and that the consul should take in mind that his room was so close to the Holy sacrament. The consul responded by stating that he would remove the sacrament, and that he could do whatever he wanted in his own residence; the consul later beat Di Seravezza with a stick and told him that he had to leave his house. He moved to the bagno of S. Leonardo, and the sacrament was also moved. The consul went to the Bey and told him that Di Seravezza had remained in Tunis, in order to make the slaves and renegades flee. Di Seravezza was arrested and beaten up, and as they were about to enslave him, the highest person after the Agha said that he never heard any bad things about Di Seravezza, stating that he risked his own life by going to Malta to mediate for the Christian slaves. He was saved by this person, and he told Di Seravezza that he has always done good things, and that he should not live with the consul anymore. The Agha then went to the consul and orded him to send the woman away, after which she was sent to Livorno. The consul kept trying to condemn Di Seravezza, but with God's help, the Turks kept saving him. In July 1669 Di Seravezza converted two jews, who were named Giuseppe and Angiolo, and stayed in the house of a merchant named Labar. The consul used this situation to his advantage, by saying to the Bey that he already warned him about this, but that he did not want to believe him. The two rennegades were found in the house of Labar. When they were questioned they answered that they were Christians and that they were converted by God. They were tortured and confessed that it had been Di Seravezza who converted them. After being tortured they said that they wanted to become Turks, and because of the consul, these two souls were lost. The consul paid Turks and rennegades to beat Di Seravezza. Afterwards, the merchants and slaves decided that he had to go to Marseille. There in the convent he received a visit from Monsù Pras, who told Di Seravezza that he should be patient, as it would take another year until Ambrozin's consulate would be over. Di Seravezza said that this was too long, and that he could not leave five or six thousand souls without mass or the possibility to confess; Di Seravezza insisted that he [Pras] should think about the interests of the church, and about the Missione della Servitù that had made him chaplain; Monsù Pras only laughed about this, and Di Seravezza said that if he laughed about such a serious matter, he would go to Paris and plead his case to the king. Pras said that he would never reach Paris, and even if he did he would not get an audience. Di Seravezza responded by saying that he would bring his case to Rome. Eventually he decided to stay in Rome, as he did not want to make such a long trip for little purpose. However as it was winter and he was old, he decided to stay in Marseille. After the consuls of the cities visited him, and he told them everything about the case, and they had read the reports from merchants and slaves from Tunis, they told him that justice would be done; they would try to remove Amrozin from the consulate in order to let Di Seravezza resume his position as vicar apostolic.

Possible candidates are Francesco Molignano (who was appointed provicar by Michel Monmasson before he died), d'Espinosa (the superior of the Trinitarians in the mission), and Giuseppe Giannola (a missionary in Bizerte, whose work greatly pleased Monmasson when he was still alive). The summary includes the reasonings for the different candidates. The cardinals decide to appoint Giuseppe Giannola as apostolic vicar for three years.

Minutes of PF general meeting of 3 February 1688 discussing among other issues, two letters from the vicar apostolic of Algiers [Michel Monmasson], one dated 17 July, and the other 6 September. He asks for the faculty to read more than two masses per day, and for a remedy against the fact that some priests (especially the administrator of the Trinitarian hospitals in Algiers), do not obey him. As to the first request: this has always been forbidden by PF and will not be granted. The secretary notes that there have always been troubles between the Trinitarians and the vicar apostolic. In 1673, the superior general of the Trinitarians had been ordered to see to it that the Trinitarians would not administer any sacraments without the consent of the vicar apostolic. The cardinals decide that this decree of 28 February 1673 should be renewed, and that the nuncio must be written to for information.

The documents listed here are drawn from the Vatican and Propaganda Fide archives and illustrate the missionary activities of the Congregation from its inception (1625) to the last decades of the seventeenth century. Minutes of PF general meeting of 7 October 1686 discussing among other issues, a petition on behalf of Michel Monmasson, vicar apostolic in Algiers. Monmasson asks several things: a) whether as vicar apostolic he now has more authority than that of a simple missionary, so that he can do something against the abuses of some laics and priests; b) whether he has authority over the Greek priests; c) whether he can allow some laics to handle the sacred vessels; and d) lastly, he asks for some blessed medals that he can distribute among the slaves. The cardinals decide that PF secretary should ask the pope to grant Monmasson a papal brief (which, as the secretary observes, he had not yet received).
