Jacqueline erroneously dates it 5 Nov. 1627, after the date of the PF general congregation when the material was discussed (as noted on f. 120v). Petition on behalf of the procurator of the Scotish mission [William Lesley] to PF. Due to the war with the Netherlands, Scottish missionaries have been living in great poverty, and have even been forced to sell their clothes. Lesley asks for the missionaries to be paid on time, at least before the second half of the year begins. Lesley also asks PF to give Aless'ro Irvino [Alexander Irvin] 50 scudi (the other missionaries are paid this amount), instead of the 40 he currently receives. Lesley has always given him 50 scudi as he does not want him to become unmotivated with his work; however he is now unable to continue paying the difference.

As noted by Coppo, an additional "memoriale" was probably attached to this petition, which detailed the faculties requested for the missionaries ("infrascritte"); the "joined memo" is also noted on 374v. That document is missing. Coppo argues that it is very unlikely that the said "memoriale" was the 1625 founding contract of CM or the act of approval of that contract by the archbishop of Paris. Petition for permission that CM priests may grant plenary indulgence to those who make general or particular confession, as well as indulgence for ten years to those who listen to their exhortations. The petition also requests that CM members receive the faculty to absolve sins (regardless of how great they are), to cancel or change vows (with the exception of the vows of chastity), to enter a religious order, and to make pilgrimage to Jerusalem and St. Jacob. Permission was also requested to allow CM priests to transmit faculties to their inferiors, or whomever they bring along in their missions.

Petition on behalf of Domenico Jafurt, Trinitarian procurator general. From the letters sent by [Bartolomeo Da] Serrano, one can understand that things are described very differently, than how the Vicar General of Carthage [Jean Le Vacher] presents them; its believed that the charges pressed against Da Serrano are motivated by hate, and not by zeal. That is why Da Serrano sent his writings ( which were also confirmed by testimonies) to PF. They want PF to do something about the scandals that have happen especially against the hospital, and they are protected by the Spanish king and the Trinitarians. The vicar of Carthage [Jean Le Vacher] and the consul [Jean-Armamd Dubordieu] are both French, and are believed to be working together against Da Serrano.

Petition on behalf of the Trinitarian procurator of Castile, Leon and Navarra, Ferdinando Di Alaba. The Trinitarians have five hospitals in Algiers. Here, the priests do not only take care of the slaves, but they also preach the gospel, celebrate mass, administer the sacraments of Penance, Eucharist (and others), teach the basics of the faith to the children, and they ransom slaves. This mission in Algiers has been going on for more than 70 years, but recently it has been disturbed by a French priest, Gio' Bacher [Jean Le Vacher]. He claims to be vicar apostolic of Carthage and Tunis, but has never shown any document or patent from PF proving this. Le Vacher takes the privileges from the priests, forbids them to administer the sacraments for the slaves, and removed the coat of arms of the Spanish king, the protector and patron of the hospitals, the crosses, and the sign of the Trinitarians from their walls. He also took the Holy sacrament from the churches of the hospitals, as he wants to keep it in his own house, which is full of merchants, Muslims, Jews, Lutherans and other sectarians. The priests who had to get the bread ran the risk of being too late, and being insulted by the unbelievers. Le Vacher also placed sick heretics in the same rooms as Catholics, which is a practice they have never followed. He forbade the slave priests to say mass in the hospitals, and instead made them do it in his house; when they protested, he let their Turkish patrons lock them up. One of the priests from the hospital [Bartolomeo Da Serrano] protested against this, after which he was brought before the Muslim court on the false accusation of trying to create an uprising; this was viewed as a scandal by both the Christians and Moors. Ferdinando asks PF to either give the priests the title and faculties of vicar apostlic in the hospitals, so that they will no longer be subject to the jurisdiction of Le Vacher.

This document questions the idea put forth in P. Coste, Saint Vincent de Paul: correspondance, entretiens, documents (1920-25) vol. I, doc. 26 (footnote) that the rejection of the petition was due to Cardinal Bentivoglio's "unfavorable report." It seems that Ingoli had made up his mind about the request before charging Bentivoglio with the matter, or in any case before the PF general meeting of 22 August 1628. See the corresponding minutes in ACTA. See also Coppo's comments in A. Coppo, 'Documenti inediti per la storia della Congregazione della Missione, presso l'archivio della S. C. 'De Propaganda Fide,'' Annali della Missione 79:3-4 (1972), 37-65, here 47, 49-51.

The nuncio to France, Giovanni Francesco Guidi di Bagno, lets Secretary Ingoli know that he would be disappointed if the matter of CM would not amount to a successful conclusion. He asks that PF at least send a "handful of articles" for these good priests, who otherwise would be too afflicted if they heard about the total rejection of their wish.

a) Written from "the camp below La Rochelle", probably Chives;
b) PF note on 71v indicates that the nuncio's letter was brought to discussion in PF general congregation of 17 October 1628. Evidently the letter was received by Ingoli after the meeting of 25 September 1628, when the second petition of CM was discussed and rejected;
c) Coppo points to the familiar tone of the letter, which suggests that the relations between the nuncio and Ingoli were very cordial; this also explains the confidential suggestion to at least gather a "handful of articles" to apease the "good priests." Coppo assumes that, at the time when he wrote this letter, the nuncio had not yet received the letter from PF (dated 1 September, located in Lettere Volgare 7, f. 119r-v (database item 38)) which let him know about the cardinals' decision to reject the first petition of CM, which had been taken in the general meeting of 22 August 1628.

In this letter to Ingoli, the nuncio shortly mentions that the "missionaries" want "something more" and that he strongly recommends the matter to Ludovisi. The nuncio's letter serves to introduce the king's letters but also to reiterate the nuncio's support for CM.

c) The PF note on 57v consigns the matter to PF general of 5 September 1628, but Coppo thinks this might be a mistake, since CM was not discussed on 5 September, but on 25 September.

As he is vicar apostolic of Algiers and Tunis and therefore has the power to appoint a substitute, he has sent a Capuchin priest [Luigi Da Palermo], from Sicily to Tunis; the slaves, priests and consul in the city and the Knights of Malta also asked him to send the priest. Le Vacher ransomed the Capuchin priest for 600 piastre, with the authority of vicar apostolic for three years. He has heard that Antonio Di Seravezza has returned to the mission of Tunis and Tripoli (which his order of the Minor Observants has control of), and according to a letter that Di Seravezza wrote to Le Vacher (and that Le Vacher will now sent to PF), he asks PF what should be done. Summary on the back. Monsignore [Federico Baldeschi?, the secretary] says that not only has Seravezza never been made vicar, but he he has also never been made missionary; the missions of Tunis and Tripoli were also never assigned to the Minor Observants. PF agrees with the appointment of the Sicilian Capuchin [Luigi Da Palermo] as vicar apstolic of Tunis.

Petition on behalf of Gio' il Vacher [Jean Le Vacher]. There are priests of the Redemption Orders in Algiers and Tunis who grant indulgences, resolve reserved cases, say mass outside the chapels wherever they want, administer the sacraments, and preach according to the privileges that they claim to have, but which they refuse to show. On one hand Le Vacher does not want to stop them from the work they are doing, but on the other hand he also wants to fulfill the obligations that PF has given him. That is why he asks PF if he should ask them to show their privilges, or whether he should allow them to work as they already do. Summary on the back. According to the secretary of PF [Federico Baldeschi] there has been a similar case before, in which Discalced Carmelites worked in the Scottish mission under the authority of the Custodian of the Holy Land; it was decided that the priests had to show their patents. For the question whether they should receive the license or not, it was decided that they should be allowed to work as priests. PF decides to hear what the superiors of the Trinitarians and the Mercedarians have to say regarding the matter.

He writes that the [Muslim] slaves in Civitavecchia have sent their complaints to the ruler of Tunis, stating that the land they had bought to bury their dead, has been taken from them. Le Vacher heard that the ruler of Tunis summoned all Christian priests and Christians present in the city, and told them that were the situation in Civitavecchia to remain unchanged, the Christian cemetery in Tunis would be destroyed. Jean Le Vacher therefore asks that the cardinals remedy this problem, and have the slaves in Civitavecchia write to Tunis. Description
An account of the resource
Petition on behalf of Jean Le Vacher, vicar apostolic in Tunis, to PF. He asks for three things: a) a new decree that clearly states that all members of religious orders (whether free or slaves), fall under his authority, and that he recieves the faculties to punish them with ecclesiastical censures if they refuse to obey; b) that all ceremonies other than the ones prescribed in the Roman liturgy be forbidden; and c) that he can grant other priest's the faculty of reading mass one hour before dawn, and one hour after midday, so that the many slaves who have to work from the break of day onwards, can attend mass. PF agrees to the first and third point, and order that nothing be changed with respect to the second.

An account of the resource
Petition on behalf of Jean Le Vacher, missionary in Tunis to PF. He writes that by a decree of 22 June 1648 he was appointed vicar general of Monsignor Costaguti, the archbishop of Carthage. Yet on that decree instead of "Giovanni," "Philippo" was written. Jean Le Vacher now asks if this mistake can be changed, and if he may be appointed not vicar general (this office does not bring much authority, the people in the region do not even acknowledge the archbishop), but vicar apostolic. The petition was discussed on 7 August 1650. The decision of the cardinals is not mentioned in this document.
