Letter from Michel Monmasson, vicar apostolic in Algiers, to CM superior in Rome. He writes about his arrival in the city, about the relations with the Dey, about his daily work, and the number of slaves in the city. He also asks several things: a) he wants to know what powers he has as vicar apostolic; b) how to act with regard to the Greek churches; c) he asks for medals with plenary indulgences so that he can distribute them among the slaves; and d) he requests a decree from PF stating that all the religious, both secular and regular, should obey the vicar apostolic when they are in his territory. At their meeting of 17 February 1687, the cardinals decided to postpone the discussion of this issue, so that they may first obtain some more information from the secretary.

b) PF note on 71v indicates that the nuncio's letter was brought to discussion in PF general congregation of 17 October 1628. Evidently the letter was received by Ingoli after the meeting of 25 September 1628, when the second petition of CM was discussed and rejected;
c) Coppo points to the familiar tone of the letter, which suggests that the relations between the nuncio and Ingoli were very cordial; this also explains the confidential suggestion to at least gather a "handful of articles" to apease the "good priests." Coppo assumes that, at the time when he wrote this letter, the nuncio had not yet received the letter from PF (dated 1 September, located in Lettere Volgare 7, f. 119r-v (database item 38)) which let him know about the cardinals' decision to reject the first petition of CM, which had been taken in the general meeting of 22 August 1628.

It seems that Ingoli had made up his mind about the request before charging Bentivoglio with the matter, or in any case before the PF general meeting of 22 August 1628. A second paragraph (written in a different handwriting) adds another request: should Toussaint Bourdaise fall prey to some accident and die, the cardinals of PF are asked to allow that a new prefect be nominated by Vincent de Paul, from among the missionaries of CM who are already on the island (subject to approval by the nuncio to France). PF notes mention that the cardinals approved the request. The petition is undated and unsigned.

Coppo wonders if Secretary Ingoli might have intentionally left aside these newer materials, even if they arrived before the 22 August congregation (see A. Coppo, 'Documenti inediti per la storia della Congregazione della Missione, presso l'archivio della S. C. 'De Propaganda Fide'', Annali della Missione 79:3-4 (1972), 37-65, here 50), but there is no evidence to that effect other than the relation showing that Ingoli had already reached a (negative) conclusion about the matter before the meeting of 22 August (see database item 10).
