The cardinals discuss among other issues, a petition by the vicar apostolic of Algiers [Philippe Le Vacher], who asks for the faculties to consecrate chalices and altar stones; there are too few in the area, and it is dangerous to transport them from Italy. The pope orders the request to be forwarded to the Holy Office, so that the faculties that had previously been granted to the vicar apostolic of Tunis, can be consented to the vicar of Algiers for a period of seven years.

He sees no other possibility of keeping them there, since the rulers do not allow free priests to reside in their city; the only exception is if they are chaplains of the consul, however, the king of France does not want to send consuls for now. Minutes of PF general meeting of 28 June 1660 discussing among other issues, a request of Philippe Le Vacher (vicar apostolic in Algiers), for more faculties. He hopes this will put a halt to the scandals and disorder caused by the many regular priests in the city, as granted to the vicar apostolic of Tunis in 1652. The procurator of the missions declares that the measure of 1652 had worked out very well, and that this is why the same is now asked for Algiers. The cardinals decide to grant Philippe Le Vacher the same faculties that were granted in 1652.

Despite PF hoping he will not be there for too long, they believe that a fruitful use of his time, is to help the Christian slaves. For this reason they ask Huguier to grant Da Maenza the needed faculties; PF is also asked to grant Father Mariano Da Orta the needed faculties, as he also finds himself in the same situation as Da Maenza.

Letter from PF to Gio' LeVacher [Jean Le Vacher]. In Rome is a deposit of 1,000 pezze da otto, that the Dey orginally gave to some Maltese captains in order to ransom a slave in Messina. They kept the money for themselves until they arrived in Rome, where they were forced to deposit it. This was done in order to make sure that the slaves in Barbary would not suffer because of the incident. The Dey threatened to compensate his loss with the money intended for the ransoming of Christian slaves. As the Dey has since died, there is no more risk of persecution. To be sure of this they ask Le Vacher to inform them about the exact situation, and to write an extensive report in order to enable PF to make a decision on the case.

The vicar apostolic of Tunis [Jean Le Vacher] asked Pope [Alexander VII] for plenary indulgences for the slaves and other Christians staying in Tunis, but also in Tripoli and Algiers. The indulgences are required for confession during the days of Christmas, Easter, Pentecost, the Assumption of Mary and when they have to board the ships. The pope is willing to concede these, and they ask Ugolini to help them send the indulgences.

PF summary of SOCG 424. Because Gio' LeVacher [Jean Le Vacher] could no longer stay as vicar apostolic in Tunis, Girolamo Da Sassari was sent there as vicar prefect; this authority was later given to Antonio Da Serauezza. They did many good things in Tunis, but Da Sassari eventually had to leave Tunis for the same reason. Ships that arrived in the port of Tunis used to always give alms to the bagnos. The French consul [Jean Ambrozin] wanted to keep this money to himself, and if someone objected, he was forced by the consul to leave the city. When Da Sassari went to Rome, Antonio Di Seravezza stayed behind, but never wrote to PF. He did write to the French nuncio in which he called himself vicar apostolic of Carthage, despite never being appointed by PF. In this letter he wrote that the consul took the money of the chapels, and that the consulalso led a dishonest life; he made two vicar apostolics leave the city because they asked him about the money for the chapels. Its noted that the consul did many unworthy things against the faith and the crown, and were he not in Tunis, many souls would not have been lost. In Marseille he asked to restore the order, and to make the consul pay back the money by means of Antonio Croi (a Minor Observant). He stated that these scandals happened, as Colbert protected the consul. The Nuncio talked with Monsù di Lionnè and asked him to force the consul to work in a more honourable way. There are two things to do: a) it is obvious that Di Seravezza is not being honest; and b) though the soulution may seem obvious, it would be more difficult to let the most christian king do something about the consul. Without the missionaries it is also clear that there will be souls lost. There is another letter written by Da Sassari from Rome to Di Seravezza which is signed by the vicar and prefect of Tunis. He says that he received spiritual things from the court but nothing to support the mission, and therefore he does not want to return. He also says that PF wants the consul to return the money, and that the vicar apostolic of Algiers [Jean Le Vacher], who is also vicar apostolic in Tunis, does not intervene in this mission; also for this reason he does not seem suited for the mission. Di Seravezza wrote to the vicar apostolic of Tunis [Jean Le Vacher] informing him first of all the things that the consul had done, and secondly that he had sent two priests of his order to Tunis, where he also wanted to go himself. He stated that he did not leave Tunis to leave the Christians there behind, but to instead inform the most christian king of the problems caused by the consul. He tells the vicar that he will take care of the churches of Tunis and Tripoli, and that the vicar should only take care of the church of Algiers; this has been decided by PF, and in another letter to PF he also asked for the patents.

Minutes of PF general congregation of 22 July 1671 discussing among other issues, the Trinitarians and Mercedarians who work in Algiers without a license from the apostolic vicar, Jean Le Vacher. PF secretary [Federico Baldeschi] contacted the two procurator generals of these orders; one responded stating that he did not know anything about such practices among the members of his order. Recently a new Father, Bartolomeo Da Serrano, has been sent to Algiers to work in the hospital. This is a problem, as he does not obey the authority of the vicar apostolic, and administers the sacraments without any legitimate base. Alfonso Velarde (the procurator general of the Mercedarians), insisted that the members of his order do not travel to Tunis, but only to Algiers, Tétouan and Maroc. They do not administer the sacraments in these places, even though they would have the power to do so. The procurator general of the Trinitarians, Domenico Jafurt, said that they received permission to administer the sacraments, and he sent a letter to the provincial superior in Castile for more information. PF decides that the secretary and (probably Cardinal Orsini) should decide to whom they should give the faculties, in accordance with the law.

Letter from PF to 'Abb'e Catalone.' Included in the letter is the report on everything that happened in Algiers between Bartolomeo Da Serrano (a Trinitarian), and the vicar apostolic; also added are the writings of the vicar apostolic and decisions of PF, on the behavior of the other Trinitarian priests. The report on what happened with the Trinitarian priests is as follows. For many years, PF has placed Barbery Gio' Levacher [Jean Le Vacher] a French CM priest, as vicar apostolic. With his zeal and with the assistance of the consuls of France, who are very powerful in the region, he has helped the poor slaves and those in the Catholic faith. Recently, he has written twice to PF, about the Trinitarians in his regions. The first time he wrote, he informed PF that the Trinitarians were ransoming slaves, administering confessions (and other sacraments) without his permission, or showing him a privilige or some other kind of faculty. Le Vacher asked PF how he should handle the situation, and PF decided that the Trinitarians should ask Le Vacher for his permission to administer the sacraments. The second time, Le Vacher informed PF about Bartolomeo Da Serrano (a Spanish Trinitarian), who stayed in Algiers, in order to administer the hospital of Christian slaves. Not only did he take confessions and administered the sacraments without asking permission or showing a faculty, but he also spoke to Le Vacher in a way that showed little respect for his office or position. Moreover, he kept the Holy sacrament in an indecent place, and also prohibited Le Vacher from entering chapels which he administered. It was not enough just to warn him, and during the heated conversations in which Le Vacher prohibited him under penalty of interdiction to administer the sacraments, Da Serrano behaved in the same manner. Based on this report PF decided to write to the Trinitarian father general, and order him to make his priests obey the vicar apostolic, who they should recognize as their superior. PF received a letter from four slave priests, in which they discussed the disregard Da Serrano has for the orders of the vicar apostolic, and the uprising of Spanish priests (orchestrated by Da Serrano), against the vicar; there has even been a song composed which sang about electing a new vicar apostolic. PF requests that the nuncio to Spain should force the Trinitarian father general to recall Da Serrano. He should also receive another punishment, in order to force the other priests to respect the authority of the vicar apostolic.

Minutes of PF general meeting of 30 May 1672 discussing among other issues, a letter from the vicar apostolic of Algiers [Jean Le Vacher] from 13 November. He requests PF to decide among the following options: a) that the Capuchin Father Luigi Da Palermo be sent back to the mission; b) that the superior general of the Capuchins send another Capuchin; or c) that the Capuchins help the vicar apostolic to ransom another priest who would substitute Luigi Da Palermo. The vicar apostolic thinks that the last option will be easily accepted by the order, because he came to know that the Fathers of Sicily already had money to ransom Luigi Da Palermo (but the vicar apostolic had already ransomed him with his own money). The general procurator of the Capuchins has nominated two candidates to go to that area, Gioseppe [Giuseppe] Maria da Bologna and Francesco d'Arcidosso. In his letter of 23 March, the Minor Observant Elescario Boullard writes that after he arrived in Tunis, the vicar apostolic [Jean Le Vacher] wrote to Marcello Costa (a missionary in Tunis), that he should make Boullard leave. This has been confirmed by Leorardo Omodei, the leader of the ransom organisation in Sicily. The cardinals decide to approve the two candidates for the mission proposed by the procurator general and that they should be given missionary faculties. The vicar apostolic and the superiors of the Minor Observants should request that Boullard leaves the mission.

Letter from PF and its secretary [Federico Baldeschi] to Jean Le Vacher. The Trinitarians keep pretending to be exempted from the jurisdiction of Jean Le Vacher. They also failed to order Bartolomeo Da Serrano to return. PF sent several letters but never knew their effect. They will wait and try to get a reaction. Written for Card. Altieri [Paluzio Altieri].

Copy of a letter from PF to Jean Le Vacher, vicar apostolic of Algiers, stating that the cardinals approved Jean Le Vacher's choice of Marcello Costa as missionary of Bizerte. PF sends the patents which state that Jean Le Vacher himself should give him the faculties and that Costa should obey the vicar. Le Vacher is instructed to grant his the faculties when he is certain that: a) Costa freely accepts the tasks and agrees with the salary of 20 scudi per year; and b) there are other priests who can substitute Costa in the work that he is currently doing, or at least until PF can send other missionaries. The letter dated 28 February 1673.
