Letter from Antonio Da Genoa to PF. Approximately 17 months ago he wrote to PF, about his wish to use the opportunity to travel by Pantelleria and Tabarca, to Tunis and Algiers. He would have been able to do this in such a way, that the Lomellini would have allowed his passage over Tabarca. The Procurator Di Corre wrote to him, saying that for now there was nothing else Da Genoa could do. PF however, told him to inform them everything he knows, and therefore Da Genoa will continue doing so. He received a letter from the vicar apostolic of Algiers [Philippe Le Vacher] containing good news; the administration of the bagni is proceeding in good order, there is a bishop in place, and there are enough priests. He only regrets that the Capuchins have left the mission and travelled to Tabarca.

He asks for a safe-conduct for the former Discalced Augustine Cherubino Della Vergine Maria, a renegade who wants to return to the Catholic faith. For this he needs to travel to a Christian country, as it would be too dangerous for him to convert to Catholism before leaving Algiers, as he is known there to be a Muslim. He therefore asks that this un-usual condition not to be mentioned in his safe-conduct; he also asks for there not to be a time limit. The cardinals of PF discussed this issue during their general meeting of 5 October 1655, and decided to pass the issue on to the Holy Office.

The cardinals discuss among other issues, a petition by the vicar apostolic of Algiers [Philippe Le Vacher], who asks for the faculties to consecrate chalices and altar stones; there are too few in the area, and it is dangerous to transport them from Italy. The pope orders the request to be forwarded to the Holy Office, so that the faculties that had previously been granted to the vicar apostolic of Tunis, can be consented to the vicar of Algiers for a period of seven years.

He sees no other possibility of keeping them there, since the rulers do not allow free priests to reside in their city; the only exception is if they are chaplains of the consul, however, the king of France does not want to send consuls for now. Petition [from CM] to PF. It recalls the fact that CM has been sending missionaries to Algiers and Tunis to help spiritually and materially the thousands of slaves in those cities, which they have been doing with great success. Since free priests are not allowed, Vincent de Paul had asked the consuls of both cities to take the apostolic vicars into their houses. But now that both consuls have gone back to France after being treated badly by the Turks, Vincent de Paul asks that both apostolic vicars, Jean Le Vacher and Philippe Le Vacher, take the office of consul in order to be able to stay there; the office does not involve tasks which are unsuitable for priest's. If PF agrees to this solution, a renewal of the faculties of apostolic vicar for both priests is needed.

Minutes of PF general meeting of 28 June 1660 discussing among other issues, a request of Philippe Le Vacher (vicar apostolic in Algiers), for more faculties. He hopes this will put a halt to the scandals and disorder caused by the many regular priests in the city, as granted to the vicar apostolic of Tunis in 1652. The procurator of the missions declares that the measure of 1652 had worked out very well, and that this is why the same is now asked for Algiers. The cardinals decide to grant Philippe Le Vacher the same faculties that were granted in 1652.

Petition on behalf of Philippe Le Vacher, apostolic vicar in Algiers, to PF. According to Philippe Le Vacher, a number of religious persons cause much scandal in Algiers, by refusing to obey him and obstructing him in his task. Therefore he asks for a decree to place all religious persons present in the city under the jurisdiction of the vicar, as had already been decreed by PF for Tunis and its vicar on 9 September 1652. The said decree of 1652 is attached to the petition (f. 42r). It decides on three subjects: a) the jurisdiction of the vicar over members of religious orders; b) the prohibition of all masses and rites which do not conform to the official rites and ceremonies; and c) permission to celebrate mass both before dawn and in the afternoon so that slaves can attend. PF note on f. 44v indicates that the cardinals agreed on issuing a similar decree for Algiers. The petition is undated and unsigned.

Letter from PF to the vicar apostolic of Algiers [Benjamin-Joseph Huguier]. PF feels sorry for father Clemente Da Maenza (who when leaving Rome to return to his mission in Congo), was imprisoned and brought as a slave to Algiers. Despite PF hoping he will not be there for too long, they believe that a fruitful use of his time, is to help the Christian slaves. For this reason they ask Huguier to grant Da Maenza the needed faculties; PF is also asked to grant Father Mariano Da Orta the needed faculties, as he also finds himself in the same situation as Da Maenza.

Letter from PF to Gio' LeVacher [Jean Le Vacher]. In Rome is a deposit of 1,000 pezze da otto, that the Dey orginally gave to some Maltese captains in order to ransom a slave in Messina. They kept the money for themselves until they arrived in Rome, where they were forced to deposit it. This was done in order to make sure that the slaves in Barbary would not suffer because of the incident. The Dey threatened to compensate his loss with the money intended for the ransoming of Christian slaves. As the Dey has since died, there is no more risk of persecution. To be sure of this they ask Le Vacher to inform them about the exact situation, and to write an extensive report in order to enable PF to make a decision on the case.

Malò [François Jean Baptiste de San Malò?] a Capuchin priest who was made a slave when returning to France (he has since been returned to Algiers with another Frenchman), informed PF about the great need for priests in Algiers; he himself asked for the faculties to work as a priest. PF asks [Le Vacher] to grant him the required faculties, as long as he does not have any objections.

Letter from PF to 'Mons're Vgolini.' The vicar apostolic of Tunis [Jean Le Vacher] asked Pope [Alexander VII] for plenary indulgences for the slaves and other Christians staying in Tunis, but also in Tripoli and Algiers. The indulgences are required for confession during the days of Christmas, Easter, Pentecost, the Assumption of Mary and when they have to board the ships. The pope is willing to concede these, and they ask Ugolini to help them send the indulgences.

Now PF wants him to support the vicariate of Algiers, who needs his piety just as much; there is no one else who can fulfill this role, and PF recognises the great esteem that they have for him. They send Le Vacher the faculties of the vicariate that also apply to Tunis. They ask him to inform them about the number of Christians in the bagnos, the amount of priests that support them, the behavior of the priests, and any other information that PF may require.

Letter from Girolamo Da Sassari to PF in which he describes the persecutions that he and the other Christians suffered in Tunis and how they came to an end. He writes that he has received a letter from Jean Le Vacher saying that he will become vicar apostolic in Algiers, with full authority over the church of Tunis. This surprises him greatly, since the mission was assigned to him with a PF decree on 25 November 1666. He moreover accuses Jean Le Vacher of greediness. Lastly he asks for a missionary patent for Father Antonio Di Seravezza, his companion. The letter signed and dated 26 June 1668.

Extensive letter from Antonio Di Seravezza, Minor Observant working in Tunis to PF. He writes about the merits of his companion Girolamo Da Sassari, and also about how disastrous it would be, were Jean Le Vacher to receive authority over the mission in Tunis while residing in Algiers (as noted from a letter that Le Vacher sent to Da Sassari). Being that both cities are far apart, and the fact that Le Vacher only thinks about his own interests, Di Seravezza believes he would be very harmful to the mission. Letter from Jean Ambrozin, French consul in Tunis, to PF. He writes that Father Girolamo Da Sassari (Capuchin and vicar in Tunis), has received some letters from Jean Le Vacher, in which he announces that he had been appointed vicar apostolic of Algiers with authority over Tunis and Tripoli. On receiving this news, Girolamo was about to leave the mission, but Ambrozin made him stay. Ambrozin now asks the cardinals not to let Jean Le Vacher return to the mission which he had served so badly for years. He praises Father Girolamo and accuses Le Vacher of several mischiefs, most of which regard money issues: Le Vacher stole money from slaves and merchants, and took possessions of the local church back to France.

Letter from Jean Le Vacher, vicar apostolic in Algiers, to PF. He writes about his travel to Algiers where he arrived on 24 May. He describes the situation in Algiers, that there are 14,000 or 15,000 Christian slaves, among whom there are around 100 women, and 300-400 children under the age of 15. He writes that there are five secular priests and two regulars, who did not all wear the priestly vestments. Upon his arrival he bought appropriate vestments for them and also managed to obtain permission from the Muslim rulers of the city for them to wear the vestments. He writes about the four bagnos that are in the city and the hospitals. Lastly he asks for some indulgences, medals, and crucifixes. The letter was discussed during PF meeting of 13 May 1669. The cardinals decided to answer Jean Le Vacher with a letter expressing their great esteem. The request of indulgences should be forwarded to the Congregation of Indulgences. The medals should be bought and the crucifixes issued, and indulgences should be obtained from the pope.
