Letter from PF to Cardinal Spada, letting him know that the cardinals of PF do not think it is a good idea that the pope write a letter to the archbishop of Paris asking him to pay the cardinal ring fee. Instead, PF asks Cardinal Bentivogli to write the archbishop an "effective" letter, hoping that it would produce the desired results, together with the efforts of Cardinal Spada himself, especially considering the success that he [Cardinal Spada] had had with Cardinal de Sourdis on a similar matter. PF also asks Cardinal Spada to remind Cardinal de La Valette about his promise to pay for his own cardinal ring, and about the fact that many other French cardinals have already paid their dues. The second part of letter refers to Gabriel Sionita.

Letter from PF to the nuncio to France, Giovanni Francesco Guidi di Bagno, letting him know about the response of the archbishop of Paris to Cardinal Bentivoglio (attached on a separate paper and filed not in this volume, but in the SOCG collection), regarding the cardinal ring fee issue. PF, in the presence of the pope, decided to write the following to the nuncio: a) that the archbishop's argument that the late Cardinal de Retz was not supposed to pay the cardinal ring fee is not valid, because Cardinals Gusman of Spain and Richelieu of France paid it, even though they had not received the capello (the cardinal hat); b) the nuncio should try to see if the ring fee could be obtained from the owners of the late Cardinal de Retz's property, since the archbishop and the other relatives are excusing themselves by saying that they are not his heirs. Prehaps in this manner, they would have decide to pay it.

The general of the triremes (Philippe-Emmanuel de Gondi) asks Cardinal Spada to obtain a brief from the pope ordering the superior of the Capuchins of Provence to send thirteen priests "to instruct, hear confessions and teach the catechism to the captains, soldiers and sailors of said triremes," in Tollon as well as in other places where the triremes would go. The Fathers have been doing their mission on the triremes for one or two years already and they say they cannot continue to do so without a brief. The PF notes on f. 140v indicate that Ingoli was going to discuss the matter with Barberini, and that there was a negative response to the request, given in June 1627.

Letter from PF to the nuncio to France, Giovanni Francesco Guidi di Bagno, in Paris about various matters; the last part refers to the cardinal ring issue. PF gives a negative response to the nuncio's suggestion (following the archbishop's request) that PF ask the pope to grant relief from the archbishop's obligation to pay the overdue annate for an abbey he had administered for several years, in return for his paying the cardinal ring fee. PF did not find it "convenient" to ask His Holiness for this favor as a way to convince the archbishop to pay the cardinal fee. PF instructs the nuncio to talk again with the archbishop about the matter and try to convince him to pay for the ring, and then that he (the nuncio) should write again to PF, who will try to see what the pope can do to "give him satisfaction," all the while reminding the archbishop that he should 'ease his conscience' and pay the overdue annate.

The cardinals have accepted the apology of Vincent de Paul regarding the mission of Madagascar, and they have also conceded the mission to the two priests going there, as can be seen from the decree and faculties attached. However, they want the nuncio to keep the papers for a while, and see first if other merchants are willing to take the Discalced Carmelites with them to Madagascar. Nevertheless, the nuncio has already confered the necessary faculties to the two priests to hear confession and administer the sacraments, so that they do not travel in vain. The letter dated 20 July 1648.

Letter from Vincent de Paul to the nuncio to France, Nicolò Guidi di Bagno. In the letter, Vincent de Paul says he is surprised but very grateful for the honor paid to his congregation, by the fact that PF cardinals have asked him to offer one of the members of CM to such an important task, the mission to Lebanon; Vincent de Paul proposes Thomas Bérthe, and it is noted that some of the cardinals already know him, because he was superior of CM house in Rome (1653-5). A modern note on f. 241v, dated "14 December '90" states that the original letter was given to the prince of Torlonia.

According to Coste, the original was given to the prince of Torlonia on 15 December 1890 by PF secretary. The copy is now held at the house of the Filles de la Charité, who run the Conservatorio Torlonia in Rome. P. Coste, ed., Saint Vincent de Paul: correspondance, entretiens, documents (Paris: 1920-25), vol. 6, doc. 2097. From a letter from Vincent de Paul to Edme Jolly (Coste, vol. 6, doc. 2099) it is apparent that PF asked for a candidate for a mission to Lebanon. The proposal never materialized in a CM mission.
The letter says "Di San Lazaro." Saint Lazare was the most important CM house, located in Paris.

Ballantyne writes about the laws recently issued by the Scottish Parliament against Catholics, and about the need of provisions and priests for the Highlands. The French congregation who first supported four Irish priests in this region has ceased to do so for unknown reasons. There are already four candidates: Carlo Horan [Charles Horan?], Francis White and his brother [John White], Giouanni Borgo [John Borough?] and Giouanni Maksuini [John MacSwiney?]. The letter is dated 18 February 1661, and the nuncio probably forwarded the letter to Rome on the 29 April. The letter was read during the PF meeting on 9 May 1661.

The documents listed here are drawn from the Vatican and Propaganda Fide archives and illustrate the missionary activities of the Congregation from its inception (1625) to the last decades of the seventeenth century. Letter from William Ballantyne to the nuncio to France, Celio Piccolomini. He tells about the need for money and missionaries, in order to not let the missionary work in the Highlands and the Hebrides be completed in vain. He proposes Francis White and his brother [John White], Jo’ Borgo [John Borough?], Maksuini [John MacSwiney?], and Carlo Horano [Charles Horan?] as missionaries. Ballantyne also asks for a house in which sick or old missionaries can retire, and for more discipline in the Scottish Colleges so that in the future there will be new missionaries for this mission. The letter signed and dated 11 July 1661.
